That the Council of General Synod confirm the pension improvements, as outlined in Sections 1, 2 and 3*, which have been approved by the Pensions Committee based on the actuarial valuation as of December 31, 1996, to take effect on January 1, 1998 as outlined in Section 4.* CARRIED #18-11-97

Appendix A
REPORT OF THE PENSION COMMITTEE
TO
THE COUNCIL OF GENERAL SYNOD
1. FOR ACTION
1.1 Actuarial Valuation
Eckler Partners conducted an Actuarial Valuation of the General Synod Pension Plan as of December 31, 1996 which revealed a surplus of $35.4 million.
The Pension Committee has approved the following pension improvements:
1. Non-retired members (Active)
(a) An increase of 9.47 % on the accrued pension as of December 31, 1994; plus
(b) an increase of 7.37 % on the pension accrued during 1995; plus
(c) an increase of 5.26 % on the pension accrued during 1996;
and
(d) an increase in future pension accruals from 1.9 % to 2 % for the period January 1, 1997 to December 31, 1999.
2. Inactive and Retired members (including surviving spouses in receipt of pension)
(a) An increase of 9.47 % on the accrued pension as of December 31, 1994; plus
(c) an increase of 5.26 % on the pension accrued during 1996.
3. Early Retirement
(a) An unreduced pension after the completion of 37 years of contributory membership in the Plan; and
(b) Reduce the "penalty" on early retirement from 4 % to 3 % for each of the first 5 years by which retirement precedes the member's normal retirement date or the date on which the member would have completed thirty-seven years of contributory membership, if the Member's contributory membership in the Plan had continued until that date.
These improvements would apply to members retiring on or after January 1, 1997 and would apply only to members retiring from active service.
4. The increases in pension payments resulting from all of the above recommendations commence with payments due as of January 1, 1998.

Archdeacon Archie Skirving presented the report and expressed appreciation to the Director of Pensions, Mrs. Jenny Mason.

That the Council of General Synod approve the following amendments to Regulations 2.5(a), 5.3, 9.9, 13.3 and 14.2 of the General Synod Pension Plan (Canon VIII).
Regulation 2 - Eligibility and Membership
5.(a) A Member who is transferred to employment by an employer other than a Participating Employer and who is not a member of a Pension Plan sponsored by that employer may, with the consent of the Trustees, continue membership in this Plan provided that the Member and the employer make Contributions to this Plan pursuant to Regulation 3, and, for purposes of the Member's period of member-ship in relation to such employment, the employer shall be a Participating Employer.
Regulation 5 - Retirement Benefit
3. The amount of annual Pension payable on deferred retirement pursuant to Regulation 4.3 shall be the amount determined in accordance with section 1 of this Regulation, except that the portion of the Pension which was accrued prior to the Member's Normal Retirement Date shall be increased by one half of one percent for each complete month by which the actual date of retirement is later than the Member's Normal Retirement Date, provided that such increase shall not result in an amount of Pension in respect of service prior to the Member's Normal Retirement Date which exceeds the amount that is actuarially equivalent to the pension accrued to the member's Normal Retirement Date.
Regulation 9 - Children's Allowance
9. The amount of allowance paid to any Child shall not exceed:
a) in the case of the Child of a deceased Member who was in receipt of Pension, 66 2/3% of the amount payable to the deceased Member immediately prior to death; or
b) in the case of the Child of a deceased Member in Active Service, 66 2/3% of the amount determined pursuant to Regulation 9.8(a); or
c) in the case of the Child of a deceased inactive Member, 66 2.3% of the amount determined pursuant to Regulation 9.8(a)(l).
Regulation 13 - Leave of Absence
3. Subject to the payment of Contributions in accordance with Regulation 3, a Member's Salary during an unpaid leave of absence, or during a leave of absence with reduced pay, shall be deemed for all purposes of the Plan to be the amount determined by the Member's employer. Such deemed Salary shall not be less than the amount specified in Regulation 1.11(d) and shall not exceed the Member's Salary in effect immediately prior to the commencement of the leave of absence. Such deemed Salary shall continue for a period not exceeding thirty-six months in respect of any leave of absence, provided that the total period for which Salary shall be deemed to have continued for all leaves of absence for any Member shall not exceed sixty months.
Regulation 14 - Retirement Savings Fund
2. The additional contributions shall be allocated to an account maintained on behalf of the member and shall be credited at least annually with an interest as determined by the Trustees. CARRIED #03-05-97

That the Council approve the following amendment to Regulation 1.a) of the Continuing Education Plan (Canon XII):
Regulation 1 - Assessment
a) The assessments to sustain the fund shall be $400 per year in 1998, $500 per year in 1999 and $600 per year in 2000 (normally at the rate of 25% a year from each registered member and 75% a year from each salary-paying source). CARRIED #06-05-97

That the Council approve the following amendments to Regulations 1.c), 4.a), 6 & 7.a) of the Continuing Education Plan (Canon XII):
Regulation 1 - Assessment
Delete section c) - assessments shall continue without interruption.
Regulation 4 - Bonus for Use
a) Where the Administrative Unit approves an application under section 3, the payment to the active member will be paid to the extent of 85% from the accumulated benefit and 15% from the accumulated interest income of the Fund.
Regulation 6 - Leave of Absence
6. Education Leave
Absence for continuing education from a parish or other place of employment shall be procured by the customary diocesan/organizational procedures.
Regulation 7 - Cessation of Membership
a) Members who transfer to a non-participating diocese and who do not wish to continue in the plan or who cease to make contributions to the Fund because of retirement or employment outside the Anglican Church of Canada may receive their undispersed personal contributions with interest or retain their credit for continuing education. If no transactions have been made for three years, the members shall be refunded personal contributions with interest. CARRIED #07-05-97
