- That, Whereas this year 1943 is our year of Jubilee; and
- Whereas the Church of England in Canada, by virtue of her noble heritage, is faced with a great responsibility and a unique opportunity today; and
- Whereas we have heard the Reports of the Departments as to their conception of their needs to meet this challenge;
- Therefore this General Synod makes solemn declaration that it approves a Programme of Advance:
- And to this end:
- A. Calls upon our Bishops and Clergy to lead in this endeavour, Diocese by Diocese, Parish by Parish;
- B. Calls our people to a deepening of their spiritual lives and a dedication of themselves anew at this time to the strengthening and extension of the work of our Church;
- C. Calls upon our Departments so to organize their work that this can be accomplished; and
- D. Undertakes now by this definite resolution to meet these needs and "buy up" this opportunity for Christ and His Church by the raising of more money through the Apportionments, Diocese by Diocese, year by year, beginning in 1945 and until such time as this Programme of Advance be completely fulfilled. CARRIED in both Houses by a standing vote.

- That this General Synod endorses once again the principles of the annual Every-Member Visitation and Canvass as providing the machinery to acquaint our people with the needs of the Church and to enlist their support, and urges each Bishop and Diocesan Executive to encourage by every means the participation of every parish in every Diocese in this project. - Presented the Report of the Committee on "Name of the Church," and moved its adoption.
- In conjunction with this Report, Chancellor Harris moved, as an amendment, seconded by Dr. Flanagan, that the Constitution, Canon I - "Name of the Church" be amended by striking out the words "The Church of England in Canada" and substituting the words "The Anglican Church of Canada."
- The Rev. Dr. Hurford presented the resolution of the Synod of Huron, That we request General Synod to take no action at the present time in the matter of changing the name of the Church of England in Canada.
- After some discussion the vote was taken on the amendment, which was lost (106 for; 119 against). The original motion was then put to the House, and CARRIED (116 for; 93 against).

- Report of Committee on the Name of the Church
- To the Most Reverend, the Primate, and the Members of General Synod:
- Your Committee on the Name of The church, begs to report that since its appointment by last General Synod, it has held five (5) meetings, but owing to reasons of distance, it has never been possible to have a full meeting of the Committee.
- A Brief, on the Name of The Church, has been prepared and circulated to every Bishop of the Church, and to all members of the Committee.
- From a careful survey of the replies received, it is evident that:--
- (1) No one of the names suggested by various Synods, and individuals has won anything like the general approval of the Church.
- (2) One or two important Dioceses have not taken the matter up with their people.
- (3) Many Dioceses report little or no interest among the rank and file of their people.
- (4) The women of the Church, through their official body, the Women's Auxiliary, are opposed to any change in name.
- (5) Where the matter was referred to the Synod of one large Diocese, the vote was overwhelmingly against any change in the name of the Church.
- Your Committee feels that what interest there is in a change in the Name of the Church, is purely an academic interest and that there is little desire on the part of the great rank and file to take action upon purely speculative grounds, because of the many serious and practical difficulties involved.
- In considering some of the reasons for a change, the Committee gave very careful consideration to the arguments advanced by those who believe the present name is keeping non Anglo-Saxons from belonging to the Church. From replies received from various parts of the Country, it was generally conceded that to change to "Anglican" is not going to achieve the desired result; many are of the opinion that our Church people must seek out and welcome into their hearts and fellowship non Anglo-Saxon people coming into our Country who are as "sheep without a shepherd". It is not a matter of Name, but one of Attitude which will widen our fellowship.
- Your Committee is therefore recommending that the official title "THE CHURCH OF ENGLAND IN CANADA" be retained -- that no action be taken, and that this Committee be discharged.

- That the Primate appoint a committee to make a comprehensive analysis of the needs of the whole Church, in consultation with the Diocesans, and recommend ways and means of meeting them, and report to the Executive Committee of the Executive Council. CARRIED in both Houses.

- That in order that the increase in minimum stipend of all married Priests in missionary dioceses to $1400, as approved by General Synod, may be made effective in 1947, the Bishops and delegates from the dioceses, assembled in General Synod, be asked to make available a sum up to $22,000 from the $550,000 included in the Anglican Advance Appeal for missionary purposes within the dioceses, $12,000 from the $350,000 for self-supporting dioceses and $10,000 from the $200,000 for extension work in the missionary dioceses. CARRIED in both Houses.

- That the General Synod desires to place on record its deep appreciation of the sacrificial, wise and very practical service rendered to the Church in Canada by Miss Marguerite D. Fowler, O.B.E., as the first Bishop's Messenger in the Church and as Foundress and leader of St. Faith's, Swan River, and of the Bishop's Messengers now working in several Dioceses.
- In her service, Miss Fowler has been upheld by her deep devotion to the Person and cause of Jesus Christ, "who went about doing good", and has been animated by a sense of the social and spiritual needs of the many hundreds of people whom she has helped, either in her own person or through her band of Messengers.
- The Synod hears of Miss Fowler's resignation after twenty-one years of active work, of her approaching retirement and proposed return to England, her early home, and, expressing its gratitude to Miss Fowler for her loving service, the Synod prays God to bless her in the years to come and to grant that she may see a continued expansion of the work which, in faith, she inaugurated.
- The Synod sends its felicitations to the Rt. Rev. Bishop Thomas of Brandon Diocese under whose good-will and oversight this work has been carried on largely, and also tenders its good wishes to Miss Muriel Hooper, recently elected as First Messenger to succeed Miss Fowler. ADOPTED in both Houses.
