A strong suggestion was made that costs be kept to a minimum.
The General Secretary reviewed the request of NEC (November 1972) to the House of Bishops, the response of the House of Bishops, the Kootenay Memorial, and circulated documentation for information.
The resolution of the NEC (May 1972) regarding intercommunion and recognition of ministers was reviewed, and the following motion presented:

That this resolution not be placed before General Synod. CARRIED
Moved by Merriman, seconded by Cook,
That the Kootenay Memorial be tabled pending communication with the Diocese of Kootenay, to be brought forward on the agenda of this session later. CARRIED
The Primate reported later that he was unable to contact the Bishop of Kootenay, and it was AGREED to leave this to the General Secretary to consult with the Diocese on the possibility of it withdrawing its Memorial in view of the House of Bishops' request.
That the Dioceses be informed of the action of the NEC at this meeting with reference to the questions which they were asked to take up with their Dioceses individually. CARRIED
The following resolution of the ICR Committee's Executive (February 1, 1973) was noted:
That NEC be informed that we concur in the recommendations passed by the House of Bishops regarding intercommunion and recognition of ministers;
that NEC be made aware of the existing dilemma arising from the conflict between the Dioceses of Kootenay Memorial and the House of Bishops' recommendations;
that it be pointed out to NEC that the Memorial and accompanying paper does outline a means of implementing the motion, as requested in Part (4) of the House of Bishops' motion;
and that we recommend that NEC ask the Diocese of Kootenay if, in view of the House of Bishops' motion, it would be willing to reconsider its Memorial.
