Mr. Johns presented a list of three Categories for ACPO [Advisory Committee on Postulants for Ordination] Assessors. The first is unconditional recommendation. The second and third are now worded so that clarity of assessment is indicated for the Bishop's consideration.

The number of persons assessed by ACPO from 1980 to 1983 was noted, and it was requested that the Bishops take great care in sending candidates to ACPO.
That the following Statement of Policy be accepted by the House of Bishops, for the time being. CARRIED #3-6-83
1. Anglican clergy who have abandoned the Anglican Church of Canada in order to exercise their ministry in some church with which the Anglican Church of Canada in not in communion, should be considered to have abandoned the exercise of their ministry and be deposed. (This is in accordance with the practice of the Episcopal Church of America.)
2. Clergy who have abandoned the Anglican Communion but wish to return to the Anglican Church of Canada will be subject to the normal discipline applying to those who have been deposed and wish to resume their ministry. This applies only to clergy who have not been admitted to any other Order than that in which they stood when they abandoned the Anglican Communion.
3. Clergy of churches with which the Anglican Church of Canada is in full communion, or have been ordained in churches whose Orders are not questioned by the Anglican Church of Canada and who after being associated with the Anglican/Catholic Church of Canada desire to exercise their ministry in the Anglican Church of Canada will not be required to undergo further ordination or conditional ordination.
4. The Anglican Church of Canada has made no statement about its position with respect to the validity of the Orders of the Anglican Catholic Church of Canada. Any such statement should be in accord with the practices of the Episcopal Church of the United States of America, whose officers should be informed of our actions in this respect. For the immediate future the Anglican Church of Canada will require ministers ordained in Anglican Catholic Church of Canada or its sister body in the United States of America to be conditionally ordained before exercising a ministry in the Anglican Church of Canada.
Bishop Lackey read the following Memorial from the Synod of the Diocese of Ottawa to General Synod:
"Whereas the peace of the world and the welfare of future generations are threatened by the growing proliferation of weapons of mass destruction, including nuclear, biological and chemical weapons; and whereas the means of widespread and non-selective destruction of human life and our natural environment are becoming available to nations who are not party to the Nuclear Non-proliferation Treaty or other existing or proposed agreements on disarmament; this Synod requests the General Synod to place the subject of disarmament and arms control on the agenda of its 1983 meeting, with the purpose, after thorough and prayerful consideration, of making a public declaration of the Anglican Church's deep concern on this subject; and that the Canadian House of Bishops be asked to make an early public pronouncement supporting the intention to seek a General Synod resolution on this subject."
It was recognized that this will be a major issue at General Synod, 1983, and the Primate requested that it be discussed at Diocesan Synods.
That the House of Bishops supports the intention of this Memorial of the Diocese of Ottawa that the issue of disarmament be a major issue at General Synod, 1983. CARRIED 3-10-82
GUIDELINES FOR LAY ADMINISTRATION OF HOLY COMMUNION IN NURSING HOMES, INSTITUTIONS, HOSPITALS OR AT HOME
1. The administration of Holy Communion, apart from the normal gathering of the faithful in the Church, should be linked to the main parish Eucharist on Sunday, as a general rule.
2. Lay Administrators of Holy Communion should be carefully selected and trained and subsequently licenced by the Bishops.
3. A suitable pyx for the consecrated elements must be used.
4. The intended recipients of Holy Communion who are unable to be in the Church must be contacted, and have given their consent, prior to the day when the Sacrament will be brought to them.
The sacrament of Holy Communion must be taken without delay to the recipients following the parish Eucharist. The proximity in time is important to symbolize the reaching out of the gathered Church to its scattered members, within the context of the Eucharistic meal.
6. At the parish Eucharist, the lay administrators shall be requested to announce the name or names of those to whom they will be carrying the sacrament, in order that the shut-in members may be included in the concern and prayers of the congregation.
7. The form of service to be used for the administration shall include the following elements, unless the health of the communicant requires a shorter form:
a. The peace - a mutual greeting.
b. The reading of the Gospel.
c. Prayers, including an expression of penitence, a prayer for forgiveness such as the collect for the 21st Sunday after Trinity, and the Lord's Prayer.
d. The administration of the sacrament.
e. Thanksgiving and the "grace."
8. If any of the sacrament remains after the administration of communion, the lay administrator should immediately and reverently consume all that is left over before proceeding on his/her way.
GUIDELINES FOR THE ADMINISTRATION OF HOLY COMMUNION BY A LAY PERSON, FROM THE RESERVED SACARAMENT, IN THE ABSENCE OF A PRIEST
1. A Bishop may give permission to a lay person to administer Holy Communion from the reserved sacrament when there is no priest present at a major festival or for a period of more than one month's duration.
2. Adequate explanation and instruction must be given to a congregation before the practice of administration of Holy Communion by a lay person in the absence of a priest is initiated.
3. The reserved sacrament must always be kept in a safe place under lock and key.
4. The celebration of the Eucharist requires a priest to be celebrant. A lay person must never conduct a Eucharist even if parts of the service are omitted. This causes confusion and misunderstanding.
5. An appropriate time for the administration of Holy Communion by a lay person would be after the third collect at Morning or Evening Prayer. An expression of penitence must precede Holy Communion unless such a prayer has been part of the former service. Thanksgiving should follow the act of Communion.

Bishop Nock reviewed the Report of the House of Bishops to General Synod. It was noted that items one through seven of the section on Christian Initiation were only received, not adopted by the House, and that number 7 concerning the laying-on-of-hands should be clarified. It was agreed that the statement should be reiterated, on occasion, that it has been agreed by the House that no Bishop would act to the contrary since the House of Bishops has specifically come to an agreement on the subject.
It was reported that the Task Force which is working on Guidelines for Bishops is finding it difficult to complete its work. The suggestion was made that the retired Bishop of Calgary be asked to continue the work on the Guidelines for Bishops.

It was further suggested that, where there is conflict between decisions previously made by the House, those decisions be rescinded, and a further motion passed.
Archbishop Peers reminded the Bishops that, at the last meeting of the House, it was agreed that individual diocesan bishops could authorize the use of the Lima Liturgy for Ecumenical occasions.
Planners of the next Anglican Consultative Council meeting to be held in Nigeria in 1984 have indicated that the Lima Liturgy will be used on all but the first and last days, at which time the Nigeria Liturgy will be used.

Mr. Gibson read a statement which reflected the view of the Doctrine and Worship Committee that the Lima Liturgy not be the only form used at Ecumenical gatherings.
