The Reverend Canon Ansley Tucker and the Reverend Paul Robinson members of the General Synod Ministry Committee brought two resolutions (from the Committee) to the House of Bishops about the Advisory Committee on Postulants for Ordination (ACPO). Their purpose was to receive the House of Bishops' input about the resolutions (#3-2-84 re. ACPO contemplated for Canadian Forces personnel and #4-2-84 re. Categories for use by ACPO assessors in relation to prospective postulants) to be taken back to the Ministry Committee, before bringing the resolution to the National Executive Committee for approval. (See appendix ii for resolutions).
Following a discussion in plenary, the consensus of the House of Bishops was that it would ask that the ACPO process continue.
That a joint task force of 2 episcopal chairs and 2 ACPO secretaries representing different regions meet with representatives from the Ministry Committee. CARRIED
ADVISORY COMMITTEE ON POSTULANTS FOR ORDINATION (ACPO)
HOUSE OF BISHOPS
Guidelines re members of the Canadian Forces "who wish to be pursue the ordained ministry".
When ACPO is contemplated for the Canadian Forces personnel, the following guidelines will be observed:
1. The applicant must be co-sponsored by the Bishop Ordinary and a Diocesan Bishop.
2. The Diocesan Bishop interviews the candidate and helps provide pastoral support through regular diocesan channels.
3. If ordination is appropriate, then the Bishop Ordinary, at the request of the Diocesan or with permission of the Diocesan, may ordain.
4. The ordained person may be considered for employment in the Diocese of the co-sponsoring Diocesan Bishop of until accepted into the Forces.
5. If Provincial Postulancy is in effect, then this will be considered.
Categories for use by ACPO assessors in relation to prospective postulants:
a) recommended at this time for postulancy -- with suggestions for "areas of training and experience to be included in the education and training process".
b) not recommended at this time for postulancy -- with suggestions for "areas of training and personal growth to be undertaken before further assessment by ACPO or other appropriate evaluation in considered".
c) not recommended at this time for postulancy -- with suggestions of "other areas of ministry and service which may be more appropriate".
On behalf of the Metropolitans, Archbishop O'Driscoll requested input from the House of Bishops about those who would be permitted to attend the in camera study sessions on the church and sexuality.
That the House of Bishops' study sessions on sexuality, include its members, plus the Reverend Gordon Light, Principal Secretary to the Primate; Ms. Jo Mutch, Executive Assistant to the Primate; Mr. Douglas Tindal, Director of Communications, and Archdeacon Jim Boyles, General Secretary." CARRIED
The House then addressed a tabled motion from the spring 1997 meeting. (p. 10, April 1997 minutes)
That the motion put before the House by Bishop Ingham and Hutchison at the spring 1997 meeting be lifted from the table. CARRIED

While the House of Bishops, in reissuing and updating the 1979 Guidelines, states its commitment to the principles contained therein, nevertheless the House understands that individual bishops, acting with their diocesan synods, may wish to set these guidelines aside in specific instances and for pastoral reasons, and members of the House agree not to challenge the right of any bishop and/or diocese to do so. Bishop Frame presented a report from his Committee, the bishops in British Columbia. (See Appendix A for Recommendations). There was some feeling that what was recommended was already being done so far as additional ministries are concerned. The possibility of introducing "eucharistizers" was discussed at some length. In summarising the Report, the Primate said it picks up the focal point of episcopacy and affirms "oversight" as the work of the bishop. While the traditional concept is that the Ordained Ministry is life-long, there may be need for greater flexibility required by commissioning people for specific tasks for a specific time. This commissioning comes from the Bishop. There was evidently not enough consensus for a decision at this time on this issue.

That this House of Bishops, appreciating the traditional understanding of Ordination in the Catholic Church and yet realizing the need for making available the fulness of Christ's ministry in and by the whole Church, authorizes and empowers the Bishops of the Church to commission persons to supplementary ministries for specific tasks and for limited periods of time after due inquiry and proper preparation of those to be commissioned.
In this way, the whole Laos of God may be seen to share more fully in such ministerial functions as the following: liturgical, educational, administration, evangelistic, pastoral, healing, etc.
The establishment of such supplementary ministries does not in any way limit the present authority of a Bishop to ordain as Deacons or Priests postulants for specific, permanent ministries who will continue in secular callings.
That this house, seeing the very real need of a training event for new bishops, including spouses, asks the primate's office to make arrangements for such an event during the fall of 1995, assuming that funding can be secured. (We suggest that all bishops ordained after January 1, 1992 be part of this program.) CARRIED
