- "That in light of the Primates' Statement of October 16, 2003, we ask all parties involved in, or seeking, extra-territorial Episcopal oversight to stand down, and that legal proceedings against the bishop and clergy involved be stayed, for an initial period of three months to allow for the ministry of adequate alternative episcopal oversight to be put in place at the initiative of the Archbishop of Canterbury on behalf of the Primates."

- Archbishop Clarke requested that copies of the original version of Archbishop Hutchison's and Archbishop Finlay's motion, as well as the version which the House had carried be appended to the minutes ([Appendix] i). He also asked that the Agenda Committee give some consideration to a different model for the House of Bishops' meetings when there was an issue of particular importance to be dealt with. He commented that often when discussing an important matter, the bishops were rushed at meetings because the item was either not given adequate time on the agenda or was scheduled too late during the meeting. Bishop Morgan responded saying that the Agenda Committee would be happy to consider Archbishop Clarke's recommendation.
- Bishop Wallace requested that the full motion (moved by Archbishop Hutchison and seconded by Archbishop Finlay) be faxed to the members of the House of Bishops.

- Archbishop Morgan as chair of the Agenda Committee, announced that an invitation had been received from Dr. Deller on behalf of the College of Emmanuel and St. Chad asking the House of Bishops to meet in Saskatoon during the fall of 2004. The college will be celebrating its 125th anniversary in 2004. He added that the Queen of Apostles Renewal Centre (the retreat centre where the House of Bishops' meetings are generally held), was unavailable (in the fall of 2004).

- The Primate introduced a letter from the General Secretary of General Synod containing a motion passed at the recent meeting of the National Executive Council.
- "Be it resolved that:
- The National Executive Council ask the House of Bishops to issue a statement:
- 1. enabling the local bishop to authorize ministers of other denominations to act as his representatives in matters pastoral and sacramental. (This was dealt with under Section (xlvi) Recognition of Ministers).
- 2. allowing Anglicans according to their own conscience, to receive the sacramental ministrations of other Christian traditions."
- The House broke into groups for discussion on the second request and re-assembled at 10:15 a.m. Group reports were presented and after some discussion it was decided to withhold any action until a copy of the new Canon promulgated by the Church of England on this subject was available. The topic was resumed on Wednesday afternoon and the following motions were put to the House.

- The Archdeacon clarified many points connected with pensions ad made valuable suggestions. He referred especially to ordained men in secular employment who have permission to officiate in a priestly capacity. The Department of National Revenue considers these men to be employed by the Church even though they are non-stipendiary.
- In pension concerns, ordination means employment. Men in this category should be asked to sign a waiver, (and their wives too) stating that they understand they are not members of the Church Pension Plan and will make no claim upon it.
- In the Province of Ontario clergymen engaged in the teaching profession may transfer their equity in the Church Pension Fund to the Teachers Association Pension Fund and, if they return to full time work in the Church the total equity can be transferred back.
- At the present time a clergyman's wife who is divorced surrenders all benefits from the Pension Fund unless it is decreed otherwise by the Courts. Children of the marriage, however, remain eligible for benefits. The Archdeacon mentioned that now the Clergy have to pay Unemployment Insurance there are certain benefits accruing in this respect. Voluntary contributions, additional to the pension premium, can be paid into a Clergy Retirement Savings Fund. This is open to clergymen who may be earning money from other than a Church source and are considered not to be employed in the eyes of the Church. Contributions up to $2,500 may be made annually, Income Tax deductible, that tax being paid when the assets are withdrawn on retirement. Withdrawal may be done in various ways:
- 1. by a lump sum Income Tax being paid on the full amount;
- 2. by periodic withdrawal, Income Tax being paid on the amount withdrawn;
- 3. the purchasing of an annuity
- When a participant dies Savings Fund money, plus interest, is paid to the estate of the deceased.
