Archbishop Curtis reported that he along with the Roman Catholic and Lutheran bishops in his diocese recently met with representatives form the Marie Lebrec Centre, in Edmonton. The centre is a place for people they refer to as "the voiceless" (e.g. elderly people with diseases such as Alzheimer's etc.). Archbishop Curtis and his colleagues were asked if they would declare Thursday, May 20, 1999 a "Day of Compassion". A group from the centre are designing an ecumenical liturgy to be used on that day for those interested. Archbishop Curtis expressed his feeling that since the United Nations had declared 1999 to be the Year of the Older Person it was fitting to assign a day to "the voiceless" and encouraged his colleagues to participate.
Discussion followed. Bishop Stavert inquired about the process for making the "Day of Compassion" official at the national church level. The House heard that the Canadian Conference of Catholic Bishops (CCCB) had agreed at their last meeting to participate. Bishop Baycroft suggested passing on information to the members of the Canadian Council of Churches (CCC) and also to the leaders of other faiths saying "We don't have a monopoly on older people."

That as part of the 1999 International Year of the Older Person, Canadian Anglicans be encouraged to observe Thursday, May 20 as a Day of Compassion for all voiceless seniors and that the dioceses give support to this observance by raising awareness of the rights of those suffering from Alzheimer's and related diseases to be cared for and loved in accordance with their inherent dignity and that this resolution be forwarded to the Council of General Synod. "That in light of the Primates' Statement of October 16, 2003, we ask all parties involved in, or seeking, extra-territorial Episcopal oversight to stand down, and that legal proceedings against the bishop and clergy involved be stayed, for an initial period of three months to allow for the ministry of adequate alternative episcopal oversight to be put in place at the initiative of the Archbishop of Canterbury on behalf of the Primates."
Archbishop Hutchison gave notice that he and Archbishop Clarke had prepared a motion, which might be helpful for the conversation. Copies of it were distributed.

2. Request that the Metropolitan of British Columbia and Yukon stay proceedings against the Bishop of Yukon;
3. Request that the Bishop of New Westminster seek a stay of proceedings against the priests of his diocese against whom such proceedings have been initiated;
4. Request that a mediator be appointed by the Task Force to negotiate an interim role for the person exercising Episcopal oversight mutually acceptable to the diocesan Bishop and the dissenting parishes." CARRIED Res. #HB-03-10-10

Archbishop Clarke requested that copies of the original version of Archbishop Hutchison's and Archbishop Finlay's motion, as well as the version which the House had carried be appended to the minutes ([Appendix] i). He also asked that the Agenda Committee give some consideration to a different model for the House of Bishops' meetings when there was an issue of particular importance to be dealt with. He commented that often when discussing an important matter, the bishops were rushed at meetings because the item was either not given adequate time on the agenda or was scheduled too late during the meeting. Bishop Morgan responded saying that the Agenda Committee would be happy to consider Archbishop Clarke's recommendation.
Bishop Wallace requested that the full motion (moved by Archbishop Hutchison and seconded by Archbishop Finlay) be faxed to the members of the House of Bishops.

Archbishop Clarke requested that both versions of a motion put before the House of Bishops by Archbishop Hutchison and Archbishop Finlay be appended to the minutes.

Archbishop Morgan as chair of the Agenda Committee, announced that an invitation had been received from Dr. Deller on behalf of the College of Emmanuel and St. Chad asking the House of Bishops to meet in Saskatoon during the fall of 2004. The college will be celebrating its 125th anniversary in 2004. He added that the Queen of Apostles Renewal Centre (the retreat centre where the House of Bishops' meetings are generally held), was unavailable (in the fall of 2004).

The bishops of Newfoundland distributed a document regarding marriage outside church buildings. There was discussion in plenary about how bishops dealt with requests for marriage to be solemnized somewhere other than in a church building. The point was made that reasonable needs should be met, but that whims should not (be met).

Bishop Hannen reported that the Diocese of Caledonia is facing a financial crisis. This situation is due partly to uplanned major renovations of the cathedral which have proven to be costly. He said that it has put the diocese in some serious financial risk.
Bishop Hannen said that the diocese has met to discuss how to deal with its debt. One of the proposed solutions currently under consideration is to hold a one day national fundraising campaign for the diocese. He asked whether his colleagues would consider giving permission for the parishes in their dioceses to participate in a campaign for the Diocese of Caledonia for one Sunday only. He was requested to write to the bishops so that they could take something to their national executive councils for approval. They also asked for some promotional material for their dioceses.
