The Secretary then read a letter received from the Secretary of the Heads of College Conference in which appreciation was expressed for the joint meeting held in Scarborough and making certain comments on matters discussed during that meeting.

The Bishop of Ottawa presented the following report of the special committee appointed by the National Executive Council in November 1967 to consider this matter:
"On the assumption that the Twenty-Fourth Session of the General Synod will meet in 1969 at Laurentian University, Sudbury, Ontario, the Committee appointed to consider the simultaneous meetings of General Synod and General Council recommends:
1. That a Joint Sitting of the National Executive Council of the Anglican Church of Canada and the Executive Committee of the General Council of the United Church of Canada be held in February 1969 to discuss the possibility of the General Synod and the General Council meeting in the same city at approximately the same time in 1971 or 1972.
2. That, to this end, the Committee on Agenda of the General Synod be asked to confer with a similar committee, to be appointed by the United Church and bring their recommendations to their respective Executives in November 1968.
3. That these recommendations be now transmitted to the Executive Committee of the General Council of the United Church of Canada for consideration.

That the National Executive Council and the Executive Committee of the General Council of the United Church should plan to have a joint meeting in February 1969 so that they can together discuss the question of a joint meeting of our parent bodies;
That, to this end, the Committee on Agenda of the General Synod be asked to confer with a similar committee, to be appointed by the United Church of Canada, and bring their recommendations to their respective Executives in November 1968;
That these recommendations be now transmitted to the Executive Committee of the General Council of the United Church of Canada for consideration." CARRIED

The Bishop of New Westminster presented the following list of nominees on the General and Special Commissions to replace those who were unable to serve:
General Commission
The Rev. Dr. J.G. Morden (Huron) to replace the Rev. Dr. E.R. Fairweather (Toronto).
Constitutional Commission
The Rev. Canon A.E. Thain (Edmonton) to replace the Ven. J.A. Langstone (Edmonton).
Senator M. Fergusson (Fredericton) to replace Mrs. R.K. Naylor (Montreal).
Doctrinal Commission
It was recommended that Professor L.B. Jaques (Saskatoon) be asked on which of the two Commissions (General or Doctrinal) he wishes to serve.
Liturgical Commission
No changes.
Legal Commission
The Rt. Rev. J.O. Anderson (Rupert's Land) to replace the Rt. Rev. W.E. Bagnall (Niagara).
The Hon. Mr. Justice Ronald Martland (Ottawa) to replace Mr. H. Larratt Smith, Q.C. (Montreal).
Chancellor R.H. Soward was nominated as Chairman of the Legal Commission.

On it being reported that the Rt. Rev. H.R. Hunt had been approached by the Primate to accept this appointment, the Committee on Christian Unity and the Church Universal had approved the following motions:
(A) That this Committee concurs in the action reported by the Primate concerning the appointment of a Co-Director for the Anglican-United General Commission on Church Union;
(B) That we request the National Executive Council to authorize the Committee associated with the Primate to make an appointment;
(C) That we consider a person in episcopal Orders should be appointed, if possible.

That the National Executive Council gives authority to the Executive Committee on Christian Unity and the Church Universal, in consultation with the Primate, to make the appointment of the Co-Director for the Anglican-United General Commission on Church Union. CARRIED
Notes
Although it is hoped that this appointment will be made prior to the next meeting of the General Commission in December, 1967, it is realized that the appointee must be allowed sufficient time to relinquish his present responsibilities.
Business Arising From the Twenty-Third Session of General Synod : 2. Act No. 156: Approved amended resolution of Joint-Interdepartmental Committee on Indian-Eskimo Affairs regarding Indian projects
That the following resolution be referred to the Program Committee, with the request that the Program Committee does not duplicate the work already being done in this area:
"Whereas the 1965 General Synod expressed its intention to undertake one or more pilot projects in an attempt to discover more effective ways of working with Indian and partly Indian communities within the context of Community Development philosophy, and,
Whereas the Report of the Inter-departmental Committee on Indian-Eskimo Affairs to the 1967 General Synod states that there is need for research and planning to form a consistent policy of the Anglican Church of Canada to Indian work;
Be It Therefore Resolved (1) that this General Synod requests the Long Range Planning Committee, or the appropriate arm of General Synod, to give its full support to and become actively involved in projects enabling Indians to discuss their own proposals for self-determination and which provide discussion between Indians and other Canadians;
And Further (2) that the Long Range Planning Committee, or the appropriate arm of General Synod prepare a Report to be presented to the next General Synod of the needs, concerns and recommendations expressed in such projects;
And Further (3) that the National Executive Council be asked to provide $20,000 for each of the two years 1969 and 1970 (that is a total of $40,000) in the budgets of those years to implement the recommendations of the Report." CARRIED
