That this Council of General Synod set aside two full days to study, discuss and set the specific prioritized mission goals for the next five years and that the Council establish a plan for the efficient utilization of financial and staff resources in the achieving of those specific goals and to ask the house of bishops to do likewise.
Discussion
Council discussed various aspects of the motion, including whether or not the intended focus of the resolution was on structure or budget; the level of staff involvement appropriate in discussions on priority setting; and the addition of days to Council meetings.

That the words “two days” be changed to “significant time.”
Discussion continued. Council was asked to indicate if it wished further discussion on the amendment. It did not.
The amendment was voted on and DEFEATED
The Primate refocused the discussion. He noted that discussions on current structures were already ongoing in a number of areas in the church. He also reminded Council that the church had worked through a lengthy process in the last triennium to arrive at Vision 2019 and the seven priorities for the church set out in it. He noted that in order to have the financial resources to advance the Vision 2019 priorities, attention must be paid to its practices. Otherwise, the church's capacity to move forward will be hindered.

That this Council of General Synod set aside two full days to consider clear directions and a plan for the efficient utilization of financial, staff and structural resources in the achieving of the priorities and practices set out in Vision 2019.
Council adopted the amendment and the amended motion was put and was ADOPTED #16-11-1

That this General Synod direct the Council of General Synod to prepare and present a motion at General Synod 2016 to change Canon XXI on Marriage to allow the marriage of same sex couples in the same way as opposite sex couples, and that this motion should include a conscience clause so that no member of the clergy, bishop, congregation or diocese should be constrained to participate in such marriages against the dictates of their conscience. Amendment to the main motion Moved by: The Rt. Rev. Stephen Andrews Seconded by: The Very Rev. Peter Elliott To add the words … “or authorize” such marriages against the dictates … This motion will also include supporting documentation that: a) demonstrates broad consultation in its preparation; b) explains how this motion does not contravene the Solemn Declaration; c) confirms immunity under civil law and the Human Rights Code for those bishops, dioceses and priests who refuse to participate in or authorize the marriage of same-sex couples on the basis of conscience; d) provides a biblical and theological rationale for this change in teaching on the nature of Christian marriage. That this General Synod instruct the Financial Management Committee, in carrying out its function under Canon VI, section 3, to provide the Council of General Synod, at its meeting in the fall of 2010, with a full range of options regarding budgetary cuts based upon the Vision 2019 document, for consideration prior to approving the budget for 2011.
Call for Information
Archdeacon Harry Huskins called for additional information on the effects of the motion. The Treasurer responded.
Point of Order
Mr. David Johnstone rose on a point of order to ask if partners had a voice on the floor of Synod. The assessors advised that Section 3c) of the 'Rules of Order and Procedure' allows for partners to participate in discussion.
