That this General Synod confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium.

The mover and seconder accepted a friendly amendment moved by The Rt. Rev. Michael Bird and seconded by The Rt. Rev. James Cowan:
That the existing wording be numbered "1" and the following be added at the end thereof:
"2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions".

The Primate sought advice from the Assessors as to whether the motion to divide was in order. The Assessors advised that it was in order to divide the motion.
The motion to divide was put and was DEFEATED.
The amended resolution which reads:
That this General Synod:
1. Confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium; and
2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions

Be it resolved: That this Council of General Synod refer General Synod Resolution C005 to the Governance Working Group, so that they may engage the Council in a process of consideration at subsequent meetings. ADOPTED #CoGS 008-11-19

The Rev. Dr. Karen Egan and Ms. Judith Moses spoke to General Synod 2019 resolution C005 – Constitutional Review (as amended). Council would not be voting on the resolution itself, but dealing with what it asks them to do. Dr. Egan and Ms. Moses requested the resolution be passed to the Governance Working Group (GWG). The GWG is the servant of the Council to make sure that the information it has is sufficient for a good decision-making process. It is chaired by Chancellor Canon David P. Jones and is made up of Canon Clare Burns, Ms. Ann Chaplin, Ms. Cynthia Haines Turner, the Ven. Alan Perry, and the Ven. Dr. Michael Thompson (ex officio). The work that the GWG will undertake on this resolution will be done in consultation with CoGS and the Strategic Planning Working Group.

The motion to affirm the Primate’s appointments to the Strategic Planning Working Group was put forward.

Be it resolved that CoGS hereby affirm the Primate’s appointments to a Strategic Planning Group further to Resolutions A-102 and A-103 directing the undertaking of a strategic planning process. Appointments to include: Judith Moses (Chair), Monique Stone (Co-chair), Cynthia Haines-Turner (Past Prolocutor), Ian Alexander (Member Journal Working Group), Dale Drozda and Valerie Kerr (Officers of General Synod), as well as the Primate and General Secretary as ex office members. Notes
Ms. Judith Moses and the Rev. Monique Stone reported on the planning process mandated to CoGS through General Synod 2019 resolution A103 – Strategic Planning Process for 2022. In collaboration with the Governance Working Group, the mandate will also address General Synod 2019 resolutions A102 – Process to Re-Examine the Ministries of General Synod and C005 – Constitutional Review (as amended). Council was asked to affirm the Primate’s appointments to a Strategic Planning Working Group who, on behalf of CoGS, would undertake work on the strategic planning process. Throughout the triennium Council would be deeply engaged. While the working group was affirmed at this meeting, some ground work had been laid in order to bring it to the Council at this meeting and in order to meet the timeline needed to produce a strategic plan by March of 2022, for presentation at General Synod 2022. Council received a first draft of strategic planning principles, key planning assumptions, a draft strategic planning process, and the timelines for getting there. All were produced in consultation, which is key to the process. The proposed theme for the new strategic plan, which would cover six years, is the same as Council’s theme for the triennium: A changing church. A searching world. A faithful God. The working group hoped to develop an “evergreen” document that can adapt and change, based on modern management practices to better support CoGS. The aim for the strategic plan is to provide accountability of results, performance measures for progress on milestones, and a method of assessing risk management. The process needs to begin with a good environmental scan and there will need to be an assessment of Vision 2019’s outcomes. There will need to be shared planning assumptions and guiding principles for the work. The process for developing a new strategic plan should be consultative and engagement-based, a “journey together across the church” that will include walking beside the Indigenous church. The process must also model ideal behavior, such as partnership, deep listening, working with diversity and inclusion, respect, and embracing the changing world. Working group members will seek to use best practices in the field of strategic planning, based on progress achieved by Vision 2019. The process will be based on priorities reflected in resolutions from General Synod 2019, realistic and practical in the context of a changing church, and will include spiritually-based deliberations on shared gospel teachings. Moving forward, key assumptions will be relied on, helping to ground the planning process within a changing environment. Examples may include:
Indigenous ministry and self-determination are central to the identity and operations of the entire church.
The church’s fiscal situation is likely to continue to decline.
Youth are the lifeblood of the church and strategies to engage youth are a priority.
New governance processes, structures, and operations are central to achieving strategic goals.
