That this Council of General Synod set aside two full days to study, discuss and set the specific prioritized mission goals for the next five years and that the Council establish a plan for the efficient utilization of financial and staff resources in the achieving of those specific goals and to ask the house of bishops to do likewise.
Council discussed various aspects of the motion, including whether or not the intended focus of the resolution was on structure or budget; the level of staff involvement appropriate in discussions on priority setting; and the addition of days to Council meetings.

Discussion continued. Council was asked to indicate if it wished further discussion on the amendment. It did not.
The amendment was voted on and DEFEATED
The Primate refocused the discussion. He noted that discussions on current structures were already ongoing in a number of areas in the church. He also reminded Council that the church had worked through a lengthy process in the last triennium to arrive at Vision 2019 and the seven priorities for the church set out in it. He noted that in order to have the financial resources to advance the Vision 2019 priorities, attention must be paid to its practices. Otherwise, the church's capacity to move forward will be hindered.
The Primate proposed an amendment:
That this Council of General Synod set aside two full days to consider clear directions and a plan for the efficient utilization of financial, staff and structural resources in the achieving of the priorities and practices set out in Vision 2019.
Council adopted the amendment and the amended motion was put and was ADOPTED #16-11-1
