Address to Her Majesty Queen Elizabeth II
On this fifteenth day of June in the year nineteen hundred and eight-nine, the thirty-second session of the General Synod of the Anglican Church of Canada has been convened in the city of St. John's, in the Province of Newfoundland, Canada, under the presidency of the Most Reverend Michael Peers, Primate.
The Bishops, clergy and lay members of this General Synod wish to assure you of our constant prayers that God will continue to prosper and bless your gracious reign and sustain the whole Royal Family with the healthful grace of the Holy Spirit. May God keep you far from all danger, maintain our commonwealth's public endeavours on the sure foundation of truth, compassion and justice, and order our diverse existence in unity and peace.
God save the Queen.

En ce quinzieme jour du juin de l'an mil neuf cent quatre-vingt-neuf, la trente-deuxieme session du Synode general de l'Eglise Episcopale du Canada s'ouvre en la ville de Saint-Jean, province de Terre-Neuve, au Canada, sous la presidence de son Excellence Reverendissime Monseigneur Michael Peers, Primate.
Les eveques, les delegues du clerge et du laicat membres de ce Synode general desirent assurer Votre Majeste de leurs prieres constants pour que Dieu continue a faire prosperer et a benir votre regne et qu'il soutienne toute la famille royale par la grace salutaire de l'Esprit. The Lieutenant-Governor of Newfoundland, the Honourable James McGrath, and the Right Reverend Martin Mate, Bishop of Eastern Newfoundland and Labrador, welcomed to Newfoundland the members, visitors and staff of the 32nd General Synod of The Anglican Church of Canada.
Presidential Address
At the request of the Primate, the Prolocutor, Dr. Diane N. Maybee, read the Presidential Address.
That this General Synod amend the Rules of Order as follows:
- 1. deleting section 17(d);
- 2. amending section 18(b) to read as follows:
-- b) The three Orders of Bishops, Clergy and Laity shall vote together unless a vote by Orders is required by the Constitution or called for pursuant to the Rules of Order. In order to be passed the motion shall require a majority of the votes cast, and abstentions shall not be counted in determining the majority.
- 3. amending section 18(d) to read as follows:
-- d) When voting by Orders, the vote shall be put to all members of General Synod regardless of the result in any order.
- 4. adding section 20(a.1) to read as follows:
--a.1) Ex officio and other non-diocesan members of General Synod shall vote with the diocese in which they are normally geographically resident for laity, or canonically resident, for clergy.
and this resolution shall come into effect upon Second Reading being given to Resolution A019 (Act 13).

That Rules of Order and Procedure 18 a) be amended by adding at the end thereof, the words:
"provided that any member who wishes to abstain from voting for reasons of conflict of interest shall be entitled to abstain on notifying the chairperson of his or her intention. Such abstentions and the names of the persons abstaining shall be recorded in the minutes"; and
that Rules of Order and Procedure 18 b) be amended by adding, at the end thereof, the words:
"and abstentions shall not be counted in determining the majority." CARRIED Act 36
That this General Synod extend the Courtesies of the House to Elizabeth and Peter Penashue so that they may speak on behalf of Innu people regarding the following resolution on low-level flying. CARRIED Act 62

Mr. Peter Penashue spoke to the following motion [See motion entitled "Support for Innu", Act 69].
That this General Synod remind all members of previous resolutions on tithing (1977, 1983, 1986), and commend the Stewardship Commitment statement prepared by the National Stewardship/Financial Development Committee and encourage leaders of the Anglican Church of Canada at all levels to sign such a stewardship commitment. CARRIED ACT 24
That the Sub-Committee on Native Affairs become the Council on Native Affairs, reporting to the National Executive Council and General Synod in the same way as the Council of the North. The Council should be elected and appointed as decided at General Synod, 1975. Its roles and responsibilities should be developed and submitted to National Executive Council for approval.
