That this National Executive Council recognize the efforts of the Government of El Salvador to affect positively the human rights situation in the country during 1984 and reiterate and communicate our deep concern to the Governments of Canada and El Salvador for the continuing grave and systematic violation of fundamental human rights in El Salvador.
That we recognize the right to self-determination of the Salvadorean people and request the Canadian Government to press for an end to outside interference in the political and economic life of El Salvador, as well as an end to the provision of arms and other assistance which leads to prolonging the war.
That we request the Canadian Government, which has publicly stated its commitment to support political rather than military solutions to the conflict in El Salvador, to take initiatives which would facilitate a process leading to a negotiated, comprehensive political solution to the conflict in El Salvador. CARRIED
That this National Executive Council express its deep concern over the continuing pattern of grave and systematic violations of human rights in Guatemala, including enforced disappearances and extra-judicial killings involving brutal torture and mutilation, and express this concern to the Governments of Canada and Guatemala in order to seek an end to these atrocities. CARRIED
That the report of the Isabel E. Johnston Bequest be referred to the Program Committee in May, 1985. CARRIED

That the Isabel Johnston Bequest Allocations Committee be authorized to invite reflections and comments from members of the National Executive Council, its committees and the dioceses about the present terms of reference and work concerning the Johnston Bequest; and, to prepare a report for the Program Committee, to be shared with the Officers for their overall review, and other interested parties, for action at the May meeting of the National Executive Council. CARRIED
That action on the Terms of Reference of the Isabel E. Johnston Bequest be deferred until the Program Committee can report to the November 1985 meeting of the National Executive Council. CARRIED
That this National Executive Council condemn forcefully the economic and military policy toward Nicaragua of the Government of the United States of America, and those governments that have lent themselves to this policy of intervention in the affairs of other states. CARRIED
The following statement was presented for consideration:
In response to the critical problem of Acid Rain and in the light of Christian theology, we support public policies that are consistent with the following guidelines:
1. Vigorous national and international action including bilateral co-operation between the governments of the United States and Canada to control acid rain.
2. Cleanup of sufficient magnitude to reduce emissions of sulphur dioxide and oxides of nitrogen to a level necessary to protect the health of our most sensitive environments and individuals.*
3. Industrial and pollution abatement/control strategies that:
a) are environmentally sound
b) preserve existing jobs and create new ones (note amendment below)
c) encourage energy conservation and renewable energy systems.
4. Adequate funding of cleanup that will:
a) achieve by 1990 the necessary education [sic] of emissions that cause acid rain
b) distribute costs fairly among corporations, governments and consumers
c) support research into environmentally sound technologies.
5. Increased citizen participation in the legislative, regulatory, judicial and corporate accountability processes pertaining to sources and reduction of acid rain. This requires more citizen access to, and review of information regarding government and corporate cleanup plans.
6. Rigorous enforcement of clean air laws and regulations consistent with the above objectives.
* Current evidence suggests that S)2 emissions must be reduced in the United States and Canada by 50% from 1980 levels, toward reducing wet sulphate deposition to less than 18 lbs./acre/year (20 kilograms/hectare/year) to protect moderately sensitive areas and 8 lbs./acre/year (9 Kilograms/hectare/year) to protect extremely sensitive areas.
