That the 1987 Apportionment Budget Spending Ceiling be amended by reducing the Apportionment from $6,151,300 to $5,925,486, increasing Investment Income by $10,000, drawing $191,311 from the M.S.C.C. reserve, and adding special grants of $214,500 to make a revised 1987 Apportionment Budget Spending Ceiling of $7,412,377. That in the light of shortfalls in 1987 Apportionment Acceptances ($225,814 at the present time), the `moratorium' on Overage grants be continued for a further year, and that this decision be reviewed in October 1987. CARRIED #52-11-86

That the Primate appoint a task force to initiate a study of the licensing of clergy at the national office and of their movement from and to dioceses and the national office. CARRIED #10-10-87

That the request from the General Synod Archivist for an additional $5,550 from the 1987 Assessment Budget for Archives expenses and an additional $7,500 from the same source for Archives Committee meeting costs be approved. CARRIED #53-11-86
That, in view of the changed financial expectations from the sale of the present Church House property, the amendment incorporated into resolution #48-05-87, concerning affordable housing, which was removed by resolution #45-05-88, be now re-instated. DEFEATED

That this consultation process seriously examine ways of providing affordable housing (on site or elsewhere in downtown Toronto) as part of the potential development recommendation, and that options be included in the report.
Motion #45-05-88 reads as follows:
That, on the basis of information supplied by the Officers of General Synod, the "affordable housing" subordinate objective be removed.

That the Officers of General Synod seriously consider, as part of the Church House property development, the possibility of affordable housing (on- or off-site) as a component of the Church House development, where finances permit. CARRIED #52-03-89
(i) That suggested Diocesan Apportionments for 1988 and succeeding years be calculated using the `fair share' formula based on Total Parish Income less diocesan grants and appeals income.
(ii) That the Budget Sub-Committee of the Administration and Finance Committee develop annually the total amount required from the Diocesan Apportionments and the Suggested Diocesan Apportionments based on the approved formula; and then determine whether, based on best available information, any Suggested Diocesan Apportionments should vary from those based on the formula.
(iii) That Suggested Diocesan Apportionments which vary from the formula application be discussed by representatives of the Budget Sub-Committee of the Administration and Finance Committee with appropriate persons or committees in each of the dioceses concerned. CARRIED #54-11-86
That $425,000 of the MSCC General Reserve be transferred to a Car Loan Fund to ensure the cash requirements of the outstanding loans:
That 10% of the resulting balance in the General Reserve [$363,494 at the beginning of 1988] be transferred annually to the General Synod Program Budget, beginning in 1988; and
That the net of undesignated legacies received by the Missionary Society, and expenses charged to the General Reserve, be transferred annually to the General Synod Program Budget. CARRIED #23-11-88
