Canon Crawford, after speaking to the printed report, paid tribute to Major Louis Paterson who died March 3rd, less than a week after his 91st birthday. Major Paterson was employed at the national office for almost 63 years.

That the grant of $25,000 from the Anglican Book Centre be given to the Bursary Fund to support ordinands training for ministry in the Anglican Church. CARRIED

That 40% of any funds available as Overage, up to a maximum of $3 million be used for experimental and innovative work in the following categories: Urban Ministries, Ministries to Special groups, i.e. Youth, Aging, Native, Ethnic and so on; Evangelism, Stewardship and Membership Development; Communications; Theological Education and Training for Ministry; Church Development; special purposes as determined by the National Executive Council.
3. That any funds available as Overage beyond $7 million dollars be used for new and innovative projects as approved by the National Executive Council.

That this General Synod:
1. Recognize in the World Council of Churches' statement on baptism eucharist and ministry a high degree of convergence in expressing the faith of the Church through the ages in these matters.
2. Urge appropriate committees of General Synod and the dioceses of the Anglican Church of Canada to continue to use and study Baptism the Eucharist and Ministry, particularly in discussions with other churches which also recognize the text as an expression of apostolic faith.
3. Encourage the Anglican Church of Canada to use this text for guidance in its worship, educational, ethical and spiritual life and witness.
4. Request the Inter-Church and Inter-Faith Relations Committee to forward any suggestions for the ongoing work of the Faith and Order Commission of the WCC as it seeks to relate the work on Baptism, Eucharist and Ministry to its long range research project "Towards the Common Expression of the Apostolic Faith Today". That the National Executive Council endorses the Terms of Reference of the Canadian Churchman as presented by the Board of Trustees. CARRIED
Notes
The Terms of Reference of the Canadian Churchman read:
1. Canadian Churchman is the national newspaper of the Anglican Church of Canada, but it is not the official voice of that Church.
2. As a Church sponsored newspaper with an independent editorial policy, it is encouraged to state its own mind in editorials and to present its news and features to the best of its professional abilities.
3. Canadian Churchman adheres to the Statement of Ethics and Standards of professional practice of the Associated Church Press.
4. Canadian Churchman has an obligation to:
a) inform the Canadian Anglican community about the Church's affairs, problems and progress;
b) stimulate the interest and courage of church people by a vigorous editorial presentation of our faith with its relevance to people, their needs and problems;
c) inform its readership about the activities and directions of other denominations and faiths in Canada and overseas;
d) observe, report and comment on Canadian and world matters which affect its Canadian and international readership.
5. While Canadian Churchman endeavours to give coverage to all aspects of church life, its content will be weighted towards coverage of minorities and the oppressed, and others who have no voice within the church and society.
6. If an editorial is opposed to official church policy as stated by General Synod of National Executive Council, the church's policy or a summary must be included with the editorial.
7. The Board of Trustees is the publisher of Canadian Churchman.
The Publisher
1. As publisher of the Canadian Churchman, the Board of Trustees is responsible to General Synod and National Executive Council.
2. The Board is composed of two bishops, four clergy and four lay people, all elected by General Synod from among Synod members; four lay people, not necessarily members of Synod, appointed by the Primate.
3. Ex-officio members of the Board are the Primate, the Prolocutor, the General Secretary, the Treasurer of General Synod, the Executive Director of Program and the Editor of The Living Message.
4. The Board elects its own Chairman and Secretary, and the Treasurer of General Synod is its Treasurer.
5. The Chairman presides over meetings of the Board.
6. The Board meets twice a year. It reports to each meeting of the NEC and General Synod, and presents its budget to NEC through the Program Committee.
Responsibilities of the Board of Trustees
1. The Board of Trustees:
a) acts as a consultative group for the staff of the newspaper;
b) has responsibility for overall planning;
c) assists in the preparation of and approves the annual budget;
d) ensures the protection of editorial freedom of the newspaper;
e) gives direction to the editor on editorial content;
f) interprets the work of the publication to the Church, and reports to the National Executive Council and General Synod on the operation of the publication.
2. The Chairman, in consultation with the Editor, shall establish a small advisory committee from within the Board to be available as a consultative group to the Editor. It is accountable to the Board of Trustees.
The Editor
1. The Editor is:
a) the Chief Executive Officer of the Canadian Churchman;
b) appointed by the National Executive Council on recommendation of the Board of Trustees;
c) accountable to the Board of Trustees;
d) free to exercise editorial judgement within the above terms of reference.
2. The Editor's position performance is appraised annually by the Primate, acting as Chief Executive Officer of the national Church, or the Primate's designate, together with the Chairman of the Board of Trustees, or the Chairman's designate.
