3. THAT the National Executive Council be directed to seek legal recognition of the absolute confidentiality of confessions in jurisdictions where this is not explicitly recognized.

That the resolution on Confidentiality be referred for further work to the Doctrine and Worship Committee, in consultation with the House of Bishops and the Chancellor of the General Synod, with the request that the Committee report back to the next session of the General Synod. CARRIED Act 37
1. express our moral outrage at the human suffering caused by the international debt crisis affecting Latin America, Africa, Asia and the Caribbean;
2 a) recognize that in some cases the debt has been repaid by net transfer of wealth;
b) endorse the principle that the debt of the heavily indebted countries be reduced to a level which is humanly possible for these countries to carry and which will leave within these countries sufficient capital to promote their own development;
c) urge that the debt owed by the poorest countries to the governments of the industrialized countries be eliminated;
3. support existing ecumenical coalitions in their on-going work on international debt;
4. urge the government of Canada to join in calling for an International Conference on the debt crisis, and to participate actively in a process of negotiation towards a new framework for international trade and finance, that would respect the need for self-reliant economic development. That the Moose Lake Indian Band and the Chemawawin Indian Band (Easterville) be supported in their negotiations with the Province of Manitoba and the Federal Government of Canada to resolve the flooding damages caused by the construction of the Grand Rapids Hydro Electric Dam Project in 1962, which not only caused environmental damage, but also social disruptions to the lives of the many residents of Moose Lake and Chemawawin;
that this concern be communicated to the Federal and Provincial Governments by all means at the Church's disposal. CARRIED WITHOUT DEBATE Act 84
The debate, begun on Tuesday, June 20 (pages 53-56) on the resolution in support of the Innu, was resumed.
That this General Synod:
1) oppose the NATO low-flying testing and related training over lands inhabited and claimed by Innu and Inuit, and call upon the Federal Government to stop all military manoeuvers or training, in or over that area, and
2) urge the Government of Canada to settle Innu and Inuit land claims in Labrador and Quebec.
Canon Ryan rose on a point of order questioning whether the original motion had been referred. The minutes of June 20, 1989, morning session, revealed that the resolution to refer was defeated and the motion was amended (i.e. that it be divided into two separate parts.)
The mover and seconder asked that the wording be modified. The Chairperson ruled that this request was 'out of order' and that the two sections of the resolution would be treated as separate resolutions.
