- The General Secretary, Archdeacon Michael Thompson, presented his report. He spoke to the relationship between the national church and dioceses.
- He introduced the draft guidelines for the formation of the General Synod Planning Committee (GSPC) and asked for a motion to adopt the Terms of Reference (Appendix C in the report) noting that the Very Rev. Peter Wall was appointed earlier as the Chair of the Committee.

- Rev. Karen Egan presented the report by the Working Group on the Marriage Canon struck by the Council at the September 2015 meeting to develop the process for General Synod.
- The process is based upon the principles of listening, hearing and providing for the many different voices and entails:
- - presentation of the report by members of the Commission on the Marriage Canon followed by questions
- - creating small groups to begin speaking called “Neighbourhood Groups”. these will be facilitated meetings with the objective of sharing diverse opinions. A second facilitated meeting provides for discussion of focused questions

- There was discussion around the recently issued statement from the House of Bishops and a response from CoGS. Bishops in the room, offered their views of the meeting and the statement.
- The Chancellor was asked for guidance on the role of the council and specific requirements that need to be completed in regard to this motion.
- Canon David Jones reiterated C003 and the work undertaken to date noting that the task is to send a motion to GS with supporting documentation. While it is technically within CoGS authority to change the current motion, it was not advised to do so.
- On behalf of the Planning and Agenda Team, Dean Wall called for the afternoon session from 1:30 pm to 3:30 pm be held “in camera” to allow members to speak more openly.
