The Rev. Canon Dr. Neil Elliot, Chair of the Communications and Information Resources Coordinating Committee, presented The Anglican Church Communications Review, a review of the Church House Communications and Information Resources Department, undertaken at the request of the Primate and General Secretary.

That the Council of General Synod receive the Anglican Church Communications Review and refer it to the General Secretary, the Communications and Information Resources Coordinating Committee and the Anglican Journal Coordinating Committee for consideration and request Council receive periodic updates.
The General Secretary, Archdeacon Michael Thompson, presented his report. He spoke to the relationship between the national church and dioceses.
He introduced the draft guidelines for the formation of the General Synod Planning Committee (GSPC) and asked for a motion to adopt the Terms of Reference (Appendix C in the report) noting that the Very Rev. Peter Wall was appointed earlier as the Chair of the Committee.

Rev. Karen Egan presented the report by the Working Group on the Marriage Canon struck by the Council at the September 2015 meeting to develop the process for General Synod.
The process is based upon the principles of listening, hearing and providing for the many different voices and entails:
- presentation of the report by members of the Commission on the Marriage Canon followed by questions
- creating small groups to begin speaking called “Neighbourhood Groups”. these will be facilitated meetings with the objective of sharing diverse opinions. A second facilitated meeting provides for discussion of focused questions

There was discussion around the recently issued statement from the House of Bishops and a response from CoGS. Bishops in the room, offered their views of the meeting and the statement.
The Chancellor was asked for guidance on the role of the council and specific requirements that need to be completed in regard to this motion.
Canon David Jones reiterated C003 and the work undertaken to date noting that the task is to send a motion to GS with supporting documentation. While it is technically within CoGS authority to change the current motion, it was not advised to do so.
On behalf of the Planning and Agenda Team, Dean Wall called for the afternoon session from 1:30 pm to 3:30 pm be held “in camera” to allow members to speak more openly.
