"Since the 1998 Lambeth Conference, Anglicans have had reasons to focus attention on the nature of their Communion and questions about how the Church's unity can be sustained during times of intense disagreement. The third Inter-Anglican Theological and Doctrinal Commission, appointed after 1998, had those questions as part of its mandate. 'Communion, Conflict and Hope' is the outcome of this Commission's deliberations. It demonstrates the underlying foundations upon which Anglican identity is built -- attention to the Bible, the vocation towards holiness, respect for local cultures, the gifts of discernment and diversity, mutual accountability and the development of appropriate competencies to articulate the mind of the Church. These principles are themselves the subjects of current debate; the contention of this report is that clarifying such issues not only maintains communion, but actually enriches the sense of common life and purpose that the Communion seeks." -- back cover.

"Following the decision of the [Inter-Anglican Theological and Doctrinal] Commission in September 2001, the Primates and Provincial Secretaries of the Anglican Communion were circularised, outlining the process that was envisaged. In January [2002] every diocesan bishop and, as far as could be established, all Anglican theological colleges in the Communion were sent the four agreed `key' questions: When we speak of the Anglican Communion, what do we mean by the word `communion' ? -- What is it that makes some disputes so crucial that failure to resolve them threatens a break in communion ? -- In what ways are Christian teachings about moral behaviour integral to the maintenance of `communion' ? -- How far does `The Virginia Report' meet the relevant situations that have arisen in the Anglican Communion since its publication ?" -- Preamble, p. 3.
