That the National Executive Council, concurring with the House of Bishops, requests the Committee on Union and Joint Mission to spend more time developing particular alternatives for Joint Mission in accordance with the Lund Principle, and less on promoting Plan of Union.
The following opinion of the Assessors was reported:
"A United Church minister could be a communicant of the Anglican Church of Canada, and, if he regarded himself and was accepted in the diocese as a member of our Church, even if he was also regarded as a member of The United Church, could be elected as a lay member of General Synod. However, if he has been presbyterally and not episcopally ordained, he cannot be a clerical member unless changes are made in the provisions relating to membership in our clergy.

That the National Executive Council authorize that an appropriate footnote be drafted for inclusion in the Handbook. DEFEATED
That this footnote not be included in the Handbook, but that the opinion of the Assessors be kept on record. CARRIED
The Program Committee expressed their concern over the budget limits for 1975 and at the continuing decrease, and recommends that the National Executive Council make allowance for the increase in the inflationary index in its requests to the dioceses.
That the recommendation of the Program Committee concerning the making of allowances for the increase in the inflationary index in its requests to the dioceses be sent to the Task Force on Funding National Goals for their reflection and that it be requested to submit an interim report at the May, 1974 meeting of the National Executive Council. CARRIED
That this National Executive Council appoint the following as its official representatives in further negotiations with other denominations towards the development of a National Ecumenical Foundation for Theological Education, in accordance with the guidelines already established by the National Executive Council:
That this National Executive Council amend Regulation I of Canon XII to include the following new sub-section 3:
'A member not belonging to a member diocese, not retired and not on leave of absence from a diocese or organization who fails to continue to contribute to the Continuing Education Fund for a period of more than three years and whose total accumulation in the Fund is less than $144.00 shall be refunded the contributions he has made to his account with interest accrued thereon and the remainder shall revert to the capital of the Fund'. CARRIED
Archdeacon Hobson presented a memorial to the National Executive Council concerning the Kelley Papers which have been written on the early history of the Anglican Church of Canada, with the recommendation that a unit or commission be established to write an official history of the Anglican Church of Canada, investigating the possibility of editing and printing the Kelley Papers as the first volume of that history.
That the Primate be asked to establish a Commission to study the feasibility of producing a history of the Anglican Church of Canada, and in this respect to consider the Kelley Papers as the basis for volume one of such a project. CARRIED
Jim Boyles read a brief message from the United Church which stated that they pledge to continue toward organic union and reaffirm their commitment to ongoing negotiations. The United Church has asked the Committee on Union and Joint Mission to reassess its terms of reference and submit them to the three executives.
