Bishop Short, David Carter and Bishop Berry presented the report of the Doctrine and Worship Committee.
Bishop Short, in reviewing the report, made special note of the service entitled "The Celebration and Blessing of a Marriage" which will be presented to General Synod for approval and publication. It is hoped that a Eucharistic Liturgy will be ready for use and presentation to the 1979/1980 General Synod.
Bishop Short mentioned that the idea of a new Prayer Book for Canada has been discussed at the last meeting of the Doctrine and Worship Committee but stated that no action had been taken. After a brief discussion Bishop Berry gave notice of motion to come later in the meeting.
It was noted that the booklet "Christian Initiation" did not readily identify its sponsors and a request was made that this be corrected.
David Holeton of Vancouver has been working with the Rev. W. Crockett on a revised three-year cycle Lectionary. It was requested that a check be made to see that the Old Testament is properly covered and possibly a section be inserted for family prayer.

That the Pension Board be authorized to conduct a Special Names campaign to provide capital funds to augment the pensions of members of the Pension Plan who do not enjoy Canada Pension Plan benefits, and other similar purposes; and that the Pension Committee be given the primary responsibility for organizing this campaign in consultation with the Task Force on Funding National Goals; and
that the Task Force which will conduct this campaign be nominated by the Pension Committee, and appointed by the Officers of Synod; and that the Task Force be directed to report both interim and final plans to the Officers of Synod for their approval prior to implementation. CARRIED

Bishop Short, in presenting the report, noted that the work of the Committee is impeded when membership changes, and said that there will be a motion to General Synod that General Synod be held at three-year intervals in order that committees may be enabled to work more effectively.
Dean Carter expressed appreciation to Bishop Hollis, Bishop Read and Bishop Morse Robinson for the help and support which they have provided to the Joint Task Force on Christian Initiation. He reported that the Sub-Committee on Marriage and Related Matters meets regularly and will report to National Executive Council and General Synod.
Bishop Crabb said that the Task Force on the Ordinal has delayed its work until after Lambeth, 1978. He said that there would possibly be a motion to go to General Synod that the American Ordinal be used (pro tem) as an alternative service when the Canadian Book of Common Prayer is not used.
It was noted that the figures relating to trends in patterns in Christian Initiation in Anglican Churches across Canada were tabulated from questionnaires circulated in the Spring, and tabulated in October, and that these figures are not now accurate. The Committee was requested to make necessary changes in the wording of the report.
There was a discussion about the possible need to re-write the 39 Articles, and the Primate said that he would confer with the Metropolitans to discover what present policies are regarding subscriptions to the Articles in the Provinces in Canada.
It was agreed that it would be helpful to have the Doctrine and Worship Committee present material to General Synod providing historical background of confirmation practices.

e) Alternative Liturgies
New rites that have been or may be published by the Doctrine and Worship Committee are intended to provide consistent alternatives to Prayer Book rites, and at the same time to stimulate a fresh understanding of the meaning of those rites. It is hoped that these will be used (under proper authority), but also studied and criticized, as widely as possible throughout the Canadian Church. The Doctrine and Worship Committee invites reactions and comments from dioceses, parishes, and individuals with respect both to rites produced by the Committee and to other alternative liturgies which may be in use. In the light of this response, the Committee may from time to time publish either revisions or new liturgies designed to meet different needs.
The Doctrine and Worship Committee therefore urges parishes who plan to use CALS #4 to begin doing so now rather than waiting for a revised version, and to make their reactions known. This will enable the Committee to bring before General Synod in 1977 an informed recommendation, based on extended use, regarding possible revision of the rite.
The NEC suggested that a letter be sent to the Bishops bringing this request to their attention.

That this National Executive Council approves
1) That all former terms of reference for the Marriage and Related Matters Committee be revoked.
2) The establishment of a sub-committee of the Doctrine and Worship Committee entitled the "Sub-Committee on Marriage and Related Matters" having the following terms of reference:
a) To have a specific concern for the operation of Canon XXI "On Marriage and the Church" in the light of Christian Doctrine and pastoral care, in the circumstances of current social and economic issues, related to marriage and quasi-marital relationships.
b) To assist diocesan matrimonial commissions with questions of interpretation of the Marriage Canon.
c) To report to the Doctrine and Worship Committee, as appropriate, on questions pertaining to Doctrine and Worship covered by the Canon.
3) Recognizing that the work of the Sub-Committee requires expertise in a number of fields (ie. canon law, civil law, marriage counselling and family life) rather than geographical representation, the following regulations should govern the membership of the Sub-Committee:
a) Membership
The Sub-Committee should have a membership of five (5) including at least a bishop, priest and lay persons. Among the membership of the Sub-Committee there should be persons who are
- qualified in theological and ethical matters related to marriage and family life
- competent in counselling and pastoral care
- duly qualified in family law and legislation
- experienced in the operation of an ecclesiastical matrimonial commission
- qualified in appropriate social science disciplines.
b) Staff Support
That the Executive Director of Program be requested to provide staff and program support to the Sub-Committee for its work and to have administrative oversight of the operation of Canon XXI.
c) Location
That the Sub-Committee membership be drawn primarily from a local area that would afford the possibilities of regular meetings without incurring sizeable expense.
4) At least one member should hold membership on the Doctrine and Worship Committee.
5) Nominations for membership should be approved by the Doctrine and Worship Committee. CARRIED
