That this General Synod approve as a high priority for the next three years, the development of our Church as an inclusive multicultural community, and that the National Executive Council be requested to commission a sociological study of the challenge to our Church of being part of a multicultural nation and world. The "National Affairs Liaison Officer" would be a member of the national staff, appointed by the Primate and responsible to him through either the Executive Director of Program or the General Secretary.

That the National Executive Council authorizes the appointment by the Primate of a National Affairs Liaison Officer as early as possible in 1988, and request the Administration and Finance Committee to provide the necessary funding. A careful evaluation of this work is to be undertaken not later than three years after its establishment.

That the following Nominating and Election Procedures, be approved for use at the 1986 Session of the General Synod:
1. Procedures for electing the National Executive Council a) Each diocese is asked to submit to the Nominating Committee prior to a time designated by the Agenda Committee three nominations from among its own members, one from each Order. One of those nominated will be elected to represent that diocese on the National Executive Council. When any diocese has been represented by any one Order for the two previous terms, the diocese shall make only two nominations from among its members, omitting the Order that has been represented for the two previous terms.
b) At a time designated in the agenda of the General Synod, the members of the Synod shall assemble in groups according to their Ecclesiastical Provinces.
c) The Nominating Committee of the General Synod shall assign one of its members to chair each of the provincial assemblies, such member being a resident in that Ecclesiastical Province. Such person shall have the right to vote.
d) If, at the time of the members so assembling, any diocese has not submitted its nominations, the members of that diocese may do so; if they do not do so, then the assembly shall nominate for that diocese.
e) A chart shall be posted showing the diocese, the nominees and their Orders.
f) The members who have been nominated may be identified for the information of those assembled.
g) The chairman shall appoint six scrutineers from among those who have not been nominated.
h) Ballots shall be distributed and each member shall vote for his or her first choice among the nominees to serve on the National Executive Council.
i) The member receiving the greatest number of votes shall be deemed selected. In the event of a tie where both candidates may be selected, it shall be deemed that both have been selected. Where only one may be selected, further votes between those so tied shall be taken. After three ballots if the tie remains the Chairperson shall cast a second vote to decide the issue.
j) The other nominations for the diocese which the successful nominee represents shall be struck from the list of nominations.
k) When the prescribed number of nominations of any one Order has been achieved, other nominations from the Order shall be struck from the list.
l) The process shall be repeated until a single nomination from all dioceses has been achieved, except that the second selection shall be from a different Order from the first, and the third selection different from the first and second, and the sequence in which the others are selected shall be the reverse of those selected first, second and third.
m) When the prescribed number of nominations of persons resident in the Ecclesiastical Province represented has been achieved, the chairperson shall declare that the business for which the members have been assembled is concluded, and shall report to the Chairperson of the General Synod Nominating Committee.
n) The Chairperson of the General Synod Nominating Committee shall report to the General Synod the names of those who have been nominated for the National Executive Council by this process.
o) Nominations for those to be elected as members-at-large will be received from the floor.
2. The Procedures for Electing Standing Committees
a) Nominations for members of Committees to be elected by the General Synod must be made in writing on the prescribed form bearing the signature of the nominator or of the secretary or chairperson of an outgoing Standing Committee. The consent of the nominee must be obtained in advance of the nomination.
b) Nominations will not be received by the Nominating Committee beyond the time designated in the General Synod agenda.
c) When the Nominating Committee makes its report to the General Synod, only persons who have already been duly nominated may be re-nominated. CARRIED IN ALL ORDERS Act 11
That the Committee on Ministry be requested to examine the issues of parental leave and benefits and prepare guidelines for all employees of the Anglican Church of Canada. CARRIED WITHOUT DEBATE Act 142
Mrs. Elizabeth Campbell of the Refugee Sub-Committee spoke to the printed report and offered further information and explanation.
1. That this National Executive Council requests the Primate to express to the Government and people of Canada its deep concern for the failure of the proposed legislation to provide protection to genuine refugees seeking refugee status in Canada and to urge the withdrawal of Bill C-55.
2. That this National Executive Council reaffirm its commitment to the following principles:
a) that all refugee claimants in Canada should have universal access to the administrative procedure without prior administrative screening;
b) that the new refugee determination procedure include an oral hearing for every claimant before a decision-making body; and
c) that the new refugee determination procedure ensure reasonable rights of appeal to a body competent and specialized in refugee concerns.
3. That this National Executive Council encourage ecumenical initiatives to achieve just, workable and expeditious procedures that conform to these principles. CARRIED #37-05-87
Six members requested a count of the vote. The motion was carried unanimously. The Prolocutor thanked members of the PWRDF for being present to present the report.
That this National Executive Council request the Primate to appoint a committee of members of the House of Bishops and the National Executive Council to consider the role of the House of Bishops in terms of its responsibility as representing the Order of Bishops between General Synods and to consider and make necessary recommendations concerning the relation of the House of Bishops and the National Executive Council. That this National Executive Council express its appreciation to the Right Reverend Henry Hill for his work in fostering understanding between Anglicans and the Orthodox and Oriental Orthodox churches, in particular for his contribution as Anglican co-chair of the Anglican-Orthodox Joint Doctrinal Dialogue from 1980 to 1990. That this National Executive Council remind Canadian Anglicans of Acts 35 and 36 of the 1983 General Synod, on anti-Semitism, and encourage the use of the document "From Darkness to Dawn" in the study of issues relating to anti-Semitism and the Holocaust. CARRIED #39-10-90
A Position Paper on the Middle East was also presented for information and Brian Prideaux advised on other literature that was available to members of the National Executive Council,
1. That this National Executive Council concur in the action of the House of Bishops to send the Lambeth Conference resolutions, identified by group I(A) as attached [not included in electronic record], to the appropriate bodies listed for consideration, recommendation and possible presentation to General Synod 1989.
2. That the General Secretary inform the bodies listed of this action as soon as possible. CARRIED #50-11-88
