Prologue
A proposed motion for consideration by the National Executive Council reads as follows:
That the Task Force on the Churches and Corporate Responsibility
1) work in public within policy positions and styles approved by the churches which comprise it;
2) assist the churches to develop new positions which will enable them to be responsible shareholders in the corporate sector; and
3) keep its staff at the present level (2) on the basis that there need not be an expansion of program to fulfill these functions.

That this National Executive Council agree to defer consideration of this motion and refer it to the Program Committee and to the Public Social Responsibility Unit for information. CARRIED

That this National Executive Council concur that the Primacy Fund, the Executive Council Fund and the Episcopal Stipend Fund be amalgamated into a "General Synod Endowment Fund," the investment income being divided 86.96% to the Assessment Account and 13.04% to the Apportionment Account (the present ratio); any additions to the Fund would be for Assessment only. CARRIED

Smith Estate be advised that the General Synod of the Anglican Church of Canada, although appreciative of the opportunity afforded to it under the Will of the late Mrs. Smith, does not wish to request the use of the house and property at Scugog Island under the terms of Section 4(d) of the Will. That the following recommendations of the Administration and Finance Committee be received and approved:
(a) That National Executive Council issue a statement that, while it recognizes that the government has a right and obligation to enforce the terms of the Income Tax Act and other statutes, it protests the increasing involvement of the government in the legitimate activities of Canadian charities, and points out that the General Synod of the Anglican Church of Canada has made a practice of publishing its annual statistics and financial statements.
(b) That National Executive Council request the Canadian Council of Churches to initiate discussions with the Government of Canada leading to amendments to the sections of the Income Tax Act which place unreasonable restrictions on the expenditure of the funds of registered charities for charitable purposes outside Canada.
(c) That National Executive Council affirm the statement sent by the General Secretary of General Synod to the Prime Minister and Leaders of the Opposition Parties in response to the Revenue Canada Information Circular 78-3, Registered Charities: Political Objects and Activities.
(d) That National Executive Council request that Information Circular 78-3 of the Department of National Revenue, now withdrawn, be not replaced by a Circular which has a similar effect;
but that, if it is the avowed intent of the Department to issue a revised Information Circular 78-3, the Minister of National Revenue be asked to ensure that consultation takes place between representatives of his Department and of the national Churches, as well as of other major charitable organizations before such revision is completed.
(e) That National Executive Council request the Canadian Council of Churches to consult with other religious bodies to raise the issue of religious bodies being described in the Income Tax Act as "charitable organizations." CARRIED

1. That on the recommendation of the Administration and Finance or Program Committees, as appropriate, National Executive Council may use up to 20% of the bequest when it is received;
2. that the balance of the bequest be invested in a Capital Reserve;
3. that the income from the Capital Reserve be used for new and/or innovative work;
4. that a portion of the Capital Reserve itself including the portion designated in item (1) (up to a maximum of 50% of the original bequest received) may be used for new and/or innovative work;
5. that decisions in relation to items 3 and 4 be made by National Executive Council on recommendation of the Program Committee;
6. that the policy for the use and maintenance of the Johnson Bequest be reviewed every six years.
It is further recommended
That, until the capital of the bequest is received and after the Assessment deficit is paid off, the income received be used for new and/or innovative work, as authorized by National Executive Council on recommendation of the Program Committee. CARRIED

The Rt. Rev. D. Ford and the Rev. J. Boyles presented the report from the Inter-Church Relations Committee.
Considerable discussion was generated by the following statement quoted from the report:
"to design, enable, monitor and manage the process of preparation of agreed statements with the United Church of Canada on mutual recognition of ministers."

That this Council would feel happier if the agreed statements mentioned referred to statements of Faith and Order. CARRIED
Notes
Mr. Boyles mentioned that the papers "Models of Ecumenical Encounter" and "Interchurch Coalitions and Ecumenical Groups" were appended to the report for information.
After a lengthy discussion on other aspects of the report it was agreed that further discussion of the report be deferred to later in the meeting.
