That General Synod support Native people in their opposition to the recommendations of the Nielsen Task Force: "Improved Program Delivery-Indians and Natives: A Study Team Report to the Task Force on Program Review"; and
That General Synod inform the Prime Minister of Canada and the Minister of Indian Affairs and Northern Development of its continued support for Native self-determination. CARRIED IN ALL ORDERS Act 32

That the Government of Canada be called upon to entrench in the Constitution the right of Aboriginal peoples to self-government which will:
1) recognize aboriginal authority in defined areas of jurisdiction;
2) develop structures for exercising that authority;
3) provide economic resources needed to make the structures work; and
4) require consent from aboriginal peoples regarding such constitutional amendments. CARRIED WITHOUT DEBATE Act 107

That this General Synod requests the Primate to commend the Prime Minister and the Minister of Indian Affairs and Northern Development for having set up the Task Force to Review Comprehensive Claims Policy, under the chairmanship of Mr. Murray Coolican.
We urge the Minister of Indian Affairs and Northern Development and the Government of Canada to implement immediately the principles of the Coolican Report "Living Treaties: Lasting Agreements" which offer a more productive way to achieve a just and honourable settlement of the long outstanding aboriginal land claims. CARRIED ACT 69

That this General Synod affirm Resolution Nos. 31 and 58 of the 1988 Lambeth Conference, as listed below, and refer them to the Program Committee for appropriate action.
"This Conference:
conscious of the work in many dioceses with deprived minorities in developed, affluent countries, such as native Americans and Canadians, Australian aborigines and Islanders, ethnic Koreans in Japan, and black urban communities in Britain, asks the relevant Anglican provinces to support work among such minorities who have difficulty in making their plight known in national and world forums.
supports all efforts being made for the procuring of land and civic rights for native indigenous people of the Americas specially in the light of the forthcoming celebrations of the 500th anniversary of the arrival of Columbus in the New World in 1992. CARRIED Act 60

That this General Synod fully support the First Nations Peoples of Canada who are protesting cutbacks and restrictions to the E-12 Policy (Post Secondary Student Assistance Program) and join them in demanding that the Federal Government:
i) declare that education, including post-secondary education, is a treaty and First Nations' right;
ii) grant a one-year moratorium on changes to the E-12 Policy, effective immediately;
iii) set up a bilateral process between First Nations' peoples and the Government which will enable effective policy changes to be established that will alleviate the concerns of First Nations' peoples;
iv) recognize and consult with a Nation Native Students Association on future education policy affecting native peoples; and
v) ensure that no cap will be placed on the funds available under this program. CARRIED WITHOUT DEBATE Act 159

That this NEC of the Anglican Church of Canada ensures that before any action is taken or policy adopted by the General Synod of the Anglican Church of Canada on any issue affecting native peoples, there will be consultation with the Council for Native Ministries and, where possible, native persons will be included in the implementation of any such action or development of any such policy.
