That this NEC approve, as a direction to the BAS Evaluation Commission, the following:
The BAS was produced so we would have a properly authorized book that would provide an alternative expression of worship and stimulate discussion and education.
The purpose of the Commission is to continue the evaluation of the BAS in order to provide material that will help General Synod make appropriate decisions as to the development of the liturgical practice of ACC. The evaluation should seek comment not only on the content of the book but also on how well it has fulfilled its purpose. The Commission is to consult with dioceses and parishes, including Diocesan Liturgical Commissions in order to evaluate:
(a) the extent and patterns of the use of the book;
(b) how useful the book is as an expression of worship; and
(c) the extent to which the book reflects the variety of theological understandings of the Church.
The evaluation should avoid being only a product analysis survey. It is important that people and groups be asked, "What do you think is best for the life of the Church" ?; as well as, "What do you prefer" ?
To fulfill this task, it may be necessary to seek assistance outside the Commission. CARRIED #43-05-91

That National Executive Council send the following message to Archbishop Manasses Kuria, His Excellency Daniel arap Moi, and the Right Honourable Joe Clark, Minister of External Affairs:
The National Executive Council of the General Synod of the Anglican Church of Canada wishes to express its deep shock and sadness at the tragic death of Bishop Alexander Kipsang Muge, the Bishop of Eldoret, to Archbishop Manasses Kuria and the Church of the Province of Kenya, in circumstances which have inevitably heightened the tensions between Church and State in Kenya. The death of a Christian leader who speaks openly about issues of freedom of political choice and expression is always a sad event. The death of the same leader under circumstances which demand an impartial enquiry is a much more serious matter which commands international attention.
The National Executive Council affirms its understanding of the role of the Church within the nation as a crucial voice of conscience in regard to the ordering of human society in truth, freedom and justice. At the same time it affirms that those who bear political responsibility for the government of the nation are called upon to exercise that responsibility as servants of God. The Council holds this to be true in Canada and in Kenya.
In light of Bishop Muge's death, and recent actions which have threatened the lives of Bishops of the Church of the Province of Kenya, this National Executive Council expresses its heightened concern for the personal safety of the leaders of the Church of the Province of Kenya who are important and respected partners known personally to many Canadians. It asks the Government of Canada to make official representations to the Government of Kenya that it demonstrate a heightened concern for their personal safety and recognize the importance of the Church's contribution to the building of the nation in integrity, freedom and justice. That the Doctrine and Worship Committee be directed to continue the process of evaluation of The Book of Alternative Services, employing professional survey advice, and from time to time to report such reflection to the Church and in particular to the 33rd General Synod; and further directs that adequate funds be provided to finance the evaluation process.
Mr. George Axon, Chairperson of the Expenditues Committe, indicated that there would be no increased costs to the Apportionment Budget if the above resolution were adopted.

Mr. Axon advised that the Expenditures Committee could not report on the cost of the Commission, since the National Executive Council would have to decide the parameters and, therefore, the costs.

Archdeacon Harold Hazen rose to withdraw a motion on a similar subject.

That the Human Rights Principles and Study Guide be received for study in the church, in parishes, dioceses, provinces and national bodies; and
that responses from the study be sent to the National Executive Council for March 1994; and
that the Executive Director of Program be hereby requested to provide accompanying material on group process and conflict management educational designs to assist those who conduct such study; and
that the findings be reported to General Synod 1995.
Following lengthy debate, the original motion was put and CARRIED in both Orders Act 96.
