Christine Lamont and David Spencer: This couple was imprisoned in Brazil in 1989 with regard to a kidnapping. Following discussion, the Primate offered to consult with Robert MacRae and the Archbishop of Ottawam Edwin Lackey, regarding a letter to the Secretary of State for External Affairs. (See page 41)

That the NEC request the Primate to ask the Secretary of State for External Affairs to provide within 10 days the rationale for the refusal to request the expulsion of Christine Lamont and David Spencer from Brazil; and
that the Primate, together with the Archbishop of Ottawa, be encouraged to pursue the matter. CARRIED #72-11-92

That the NEC concur that the Committee on Ministry accept responsibility for items #1, 2 and 4 of the following Terms of Reference, formerly exercised by the Stipend Committee, and request that the General Secretary ensure sufficient staff time is available to implement Term 3, and that any such information be forwarded to the Committee on Ministry.
Terms of Reference of Stipend Committee
1. To recommend to the dioceses, annually or from time to time, minimum stipend or salary levels for clergy and layworkers.
2. To review remuneration practices throughout the Church and to make recommendations to the National Executive Council for changes in such practices.
3. To gather data annually about stipends and allowances paid to bishops, priests, deacons and layworkers in the dioceses of the Anglican Church of Canada, and stipends and allowances paid by other Churches, and to share such information with the dioceses.
4. To study and make any necessary recommendations to the National Executive Council about travel allowances, acquisition of cars, clergy debts, housing, location and responsibility allowances, and other related matters. CARRIED #18-11-93

That this National Executive Council approve the amendment made by the PWRDF Committee to the Appointments Procedures in the PWRDF Structure Taskforce Report, reading as follows:
The National Committee should consist of the following members:
one Bishop (appointed by the House of Bishops);
two Native People (one to be nominated by CNM);
fourteen members (nominated by a standing Nominating Committee and recommended to the Primate for appointment), at least one of whom shall be a member of the National Executive Council;
three overseas partners nominated by overseas organizations with which PWRDF closely works; recommended to the Primate for appointment;
one Canadian ecumenical partner. CARRIED #22-05-93

That the National Executive Council request the General Secretary to communicate the recommendations and concerns outlined in #23-05-93:
1. to the Prime Minister, the Ministers of Finance, External Affairs, Defence, External Relations and International Development, and the Environment, and to the leaders of the Opposition Parties and their External Affairs critics and to the Chairs of the appropriate Parliamentary Committees; and
2. to diocesan bishops to encourage the members of their dioceses to communicate these recommendations and concerns to their local members of Parliament and to the candidates in their local ridings in the forthcoming federal election. CARRIED #24-05-95

That this National Executive Council of the Anglican Church of Canada express its concern about the extent and nature of the cuts in Official Development Assistance tabled on February 25, 1993 in the Government of Canada's 1993-94 Main estimates, and recommends that the Government of Canada:
1. reaffirm Canada's longstanding commitment that "the primary purpose of Canadian Official Development Assistance is to help the poorest countries and people of the world" ("Sharing our Future", the ODA Charter, p.23, CIDA, 1987.) and to ensure that this is the organizing principle around which Canadian bilateral aid is "focused" and "concentrated", rather than the promotion of Canada's trade relationships.
2. undertake that Official Development Assistance will not fall below the amount expended in 1993/4 for the next five years.
3. review its application of the principles of "focus" and "regionalisation" for Canadian bilateral aid, which according to current plans have the effect of eliminating longstanding Canadian aid to Central and Eastern Africa.
4. continue to explore ways of providing necessary relief and technical aid at a critical time to Eastern Europe and the countries of the former Soviet Union, while ensuring that this assistance will not be at the expense of our longstanding commitments to the world's poorest countries.
5. give leadership to the people of Canada to continue to look beyond our own immediate self-interest towards a just distribution of the resources of the planet for all peoples. CARRIED #23-05-93
