That this General Synod adopt the following procedure for the balance of this Synod:
1. The Resolutions Committee shall be authorized to add to the Orders of the Day a "No Debate List" (similar to the practice of the Lambeth Conference 1988) composed of those Resolutions previously circulated by Convening Circular or daily list, deemed by the committee as likely to be approved without debate.
2. The list shall be read out by number and title at the beginning of the first sitting of each day for approval.
3. Any Resolution so included may be removed from the "No Debate List" upon the request of any one member of the Synod wishing to speak against the motion at the time of the reading of the list, and that Resolution will then be brought for debate at a time arranged by the Agenda Committee.
4. To the extent necessary to bring this Resolution into effect, those applicable Rules of Order and Procedure for General Synod are suspended. CARRIED Act 33

Prologue
The Reverend James Isbister and the Reverend Arthur Anderson made the presentation.
Events at Oka, Quebec, this past summer have had a profound effect on native people across Canada. As a result, native people have developed a heightened sense of being `a spiritual people in the midst of struggle' and they are united as never before. Groups which formed during the summer have continued meeting and a new style of ministry is beginning to develop in Native Ministries.
The Reverend Laverne Jacobs expressed appreciation for articles published in both the Anglican Journal and the Anglican Magazine, but expressed regret that the work carried out by the 'Church' had not been publicized. He paid tribute to the clergy and lay people on-site for their support and encouragement. When emergencies (such as Oka) arise, we are not equipped to handle them and the need for an Emergency Response Plan was suggested.

That this NEC of the Anglican Church of Canada request the Executive Director of Program to appoint a team, in consultation with the Council for Native Ministries and the Aboriginal Rights Coalition, to establish a permanent Emergency/Crisis Response Plan, and report back to NEC in May 1991. That NEC request the Primate to establish, in June 1992, a small task force to review the Terms of Reference for NEC (Constitution, Section 36, Handbook, p.23) and consideration be given to its role and authority in relation to the General Synod, Diocesan mandates, policy formulation and approval, priority-setting, budgetary matters, and the House of Bishops and that the task force submit revised Terms of Reference to the November 1992 NEC meeting. The proposed statement is as follows:
MISSION STATEMENT OF THE ANGLICAN CHURCH OF CANADA
We are a partner in the world-wide Anglican Communion and in the universal Church, proclaiming and celebrating the gospel of Jesus Christ in worship and action.
We value our heritage of bibilical faith, reason, liturgy, tradition, bishops and synods, and the rich variety of our life in community.
We acknowledge that God is calling us to greater diversity of membership, wider participation in ministry and leadership, better stewardship in God's creation and a stronger resolve in challenging attitudes and structures which cause injustice.
Guided by the Holy Spirit, we commit ourselves to respond to this call in love and service and so more fully live the life of Christ.
