That this National Executive Council amend Regulation I of Canon XII to include the following new sub-section 3:
'A member not belonging to a member diocese, not retired and not on leave of absence from a diocese or organization who fails to continue to contribute to the Continuing Education Fund for a period of more than three years and whose total accumulation in the Fund is less than $144.00 shall be refunded the contributions he has made to his account with interest accrued thereon and the remainder shall revert to the capital of the Fund'. CARRIED
Archbishop Scott, Dean Peers and Dr. Betty Graham reported on the meeting of the Anglican Consultative Council held in Trinidad, March 1976.
That the request for appointments for Correspondents and Consultants be referred to the Nominating Committee of the National Executive Council for their action and submission of names to the Anglican Consultative Council. CARRIED
Regarding the engaging of a Communications Officer for the Anglican Consultative Council, the Primate reported that budget provision has been made for this, subject to further study by the Standing Committee.
The members of the National Executive Council were urged to use the Cycle of Prayer produced by the Anglican Consultative Council, and it was agreed that it should be used at meetings of the National Executive Council.
Resolutions which require action by the Anglican Church of Canada were reviewed.
That this National Executive Council express its view that the Anglican Church of Canada strongly supports the principle of the establishment of an International Doctrinal Commission. CARRIED
It was noted that the next meeting of the Anglican Consultative Council is to be held in 1979, possibly on Canada's west coast. [The 4th meeting of the Anglican Consultative Council was held in London, Ont., 8-18 May 1979.]
That, for the implementation of Regulation 6 and other matters related to Canon XII, the National Executive Council authorize the Committee on Ministry to appoint a C.E.P. Administrative Unit to act on behalf of the NEC in the development of policy and the assignment of special grants, and to report annually to the NEC through the Committee on Ministry. This Unit shall be composed of the Administrator of the C.E.P. and four other persons who are members of the Plan. CARRIED
It was agreed that the Committee on Ministry will appoint the C.E.P. Administrative Unit.
That, because of the close parallels which exist between the General Synod C.E.P. and the Continued Education Fund of the Diocese of Montreal, the National Executive Council approve a system of reciprocal transfers between the two funds as a matter of policy, and assign to the C.E.P. Administrative Unit the implementation of such a system. CARRIED
That the National Executive Council recommend to General Synod that Canon XII, Section 3 be amended to include the clause "after consultation with the National Executive Council or those to whom the National Executive Council has delegated authority." CARRIED
Bishop Crabb reported that the first meeting of the Council of the North has been held. It has begun to exercise an executive and policy making function, and has taken first steps to work in the eight dioceses whose Bishops form the Council of the North. Bishop Crabb said that an in-depth meeting of the Council is to be held in September to which advisers and specialists will be invited. It was noted that Bishop Hambidge has been elected Chairman of the Council.
That a message of greeting and thanks go from this National Executive Council to Mr. Don Shepherd for his work as Officer of the North. CARRIED
That the Primate be requested to send greetings to the Church of Sri Lanka on the occasion of its inauguration as a united Church as of November 14, 1975, and assure that Church of our prayers as it begins a new era of witnessing to Christian unity. CARRIED
