There was discussion concerning the tabled motion on an Archivist. University assistance has been considered but it was found that it would be more expensive than to carry on as in the past with the Archives being kept at Church House.

That the tabled motion concerning a full-time Archivist be removed from the table. CARRIED
A suggestion was made that the Archives might be financed by endowments if such could be sought for this purpose.

In presenting the Report, Mr. Ligertwood drew attention to a "Feasibility Study for an Anglican Regional Conference," to be named "A Festival of Faith" at an estimated cost of $150,000, for a period from ten days to three weeks during August 1974.

That NEC approve the concept of a Regional Conference under ACNAC [Anglican Council of North America and the Caribbean] sponsorship, and authorize participation of up to 25 representatives of the Canadian Church, costs to be shared with the ACNAC budget. CARRIED
It was AGREED that a continuing Nominating Committee be established to consider vacancies on various commissions and committees as they arise. The following were nominated: The Ven. E.S. Light, Canon A.D. Brown, Dr. D.J. Broadwell, Mrs. C.H. Childs, The Rt. Rev. H.V. Stiff, V/A H.S. Rayner.

a) In connection with the article "The Most Misunderstood Disease" (Alcoholism) in the January 1973 issue of the Canadian Churchman, Mr. Gault complimented the staff of the paper and, in particular, Miss Carolyn Purden for her factual and accurate account of this problem. Because of the excellence of this article and the valuable information it contains, the paper was in great demand in his area of the country.
b) Concern was expressed at the apparent contradiction between the stand of the Canadian Churchman on the Third World, poverty and racism and its acceptance of advertisements of expensive tours.

That this NEC request the Board of Trustees of Canadian Churchman to prepare a report for the next meeting of this Council on its policy concerning, and the operations of, Canadian Churchman tours. CARRIED
That for 1973, the grant of the Anglican Church of Canada to the Canadian Council of Churches be increased from $34,000 in the Church's budget to the $36,250 requested by the Council. CARRIED
That the Rt. Rev. D.A. Ford and Ms. Ann Elliott be appointed as alternatives to the Primate and Miss Betty Graham as representatives to the 5th Assembly of the World Council of Churches. CARRIED
The Inter-Church Relations Committee recommended the following action:
That the Inter-Church Relations Committee, having re-examined the relations between the Anglican Church of Canada and the Churches of North India and Pakistan recommends to the National Executive Council that we now proceed to establish full communion with those Churches without delay, and propose the following resolution as an instrument to achieve this status -
"That the Anglican Church of Canada recognizes that the Churches of North India and Pakistan are true parts of the Church Universal, holding the Catholic faith and possessed of the apostolic ministry of bishops, priests and deacons and resolves to enter into full communion with the Church of North India and the Church of Pakistan. That the Anglican Church of Canada declares that Bishops and Presbyters of the Church of North India and the Church of Pakistan who have taken part in the Act of Unification of the Ministries have received grace and authority for the office and work of bishops or priests in the Church of God."
The Organization Committee at its last meeting passed the following resolution:
That the National Executive Council be requested to be the organizing body for dialogue to take place among dioceses on the relationships and jurisdictions of the General, Provincial and Diocesan Synods of our Church, to the end that agreement can occur at diocesan, provincial and national levels, so that a form of identification and recognition of the powers and responsibilities of General Synod may take place.

That the National Executive Council concurs in the above recommendations, and requests the Committee on Organization in co-operation with representatives of Provincial and Diocesan Synods to develop this proposal further, for report as soon as possible. CARRIED
