The Very Rev. Peter Wall, Chair of the General Synod Planning Committee (GSPC), presented Council with an update on the plans in place for General Synod 2019.

Be it resolved:
That the forty-second session of the General Synod have two seating arrangements: one, for Bible study and for learning sessions – which would allow and encourage Synod members from across the county, from coast to coast to coast, to meet at table groupings which include as much of the diversity of our church as possible – and another, open seating at which Synod members will be encourage to sit where they wish.

Be it resolved that in the matter of the consideration of General Synod Resolution A051-R2, the members of this Council of General Synod invite each of their dioceses to indicate their need for resources and/or to share their resources used, and to return said information to the office of the General Secretary by March 15, 2017.

That the Council of General Synod adopt and commend for consideration by General Synod, the document A Word to the Church concerning the proposed amendment of Marriage Canon XXI.

MEETING OF THE BOARD OF MANAGEMENT OF THE MISSIONARY SOCIETY OF THE ANGLICAN CHURCH OF CANADA

The Officers of the Society:
- President and Chair of the Board of Directors – The Most Rev. Fred Hiltz

- Ms. Hanna Goschy
The Chancellor, Canon David Jones, advised that the Missionary Society of The Anglican Church of Canada (MSCC) is a separate legal entity of General Synod. It is composed of all members of General Synod and has a Board of Directors that includes the Council of General Synod (CoGS) and the Officers of the MSCC. The Officers include the Primate as President, the General Secretary, and the Treasurer of General Synod. Canon Jones explained the function of the MSCC.
Ms. Hanna Goschy noted that the Board of Directors received four documents with the CoGS docket:
Ms. Goschy presented the 2015 financial statements. She noted that while the MSCC is a separate entity, the financial results are consolidated with the financial results of General Synod.

That the Board of Management approve the Financial Statements of the Missionary Society of the Anglican Church of Canada for the fiscal year ended December 31, 2015 and that any two Officers are authorized to sign the statements on the Board’s behalf.

Motion to Terminate

That the meeting of the Board of Management of the Missionary Society of the Anglican Church of Canada be terminated.
The Rev. Dr. Lynne McNaughton guided Council through the election for the General Synod Planning Committee (GSPC). The Rev. Martha Tatarnic was elected by acclamation as the previous GSPC member from General Synod 2016. An election was held for the CoGS member on the Committee. Ms. Siobhan Bennett, the Rt. Rev. Larry Robertson, and the Rev. Canon Robert Towler stood for election.
For the Anglican Award of Merit Committee, Ms. Melissa Green (British Columbia and Yukon) and the Rt. Rev. John Chapman (Ontario) were elected by acclamation.
The Rev. Clara Plamondon led Council through the election for the GSPC CoGS member and the Anglican Consultative Council. Nominees for the Anglican Consultative Council included:
- Bishop Alternate: The Rt. Rev. William Cliff, the Rt. Rev. Greg Kerr-Wilson, the Rt. Rev. Larry Robertson, and the Rt. Rev. Riscylla Walsh Shaw.
- Clergy Alternate: The Rev. Canon David Burrows and the Rev. Dr. Lynne McNaughton.
- Lay delegate and alternate: Mr. Ian Alexander, Ms. Ann Bourke, Ms. Melanie Delva, Mr. Rob Dixon, Ms. Tara Munn, and Dr. John Rye. Council members voted for only one nominee and the role of the alternate would be filled by the candidate with the second highest number of votes.
A report back on election results took place on Sunday morning.

ELECTION RESULTS/ELECTION
The Rev. Clara Plamondon announced the results from Saturday’s election:
- General Synod Planning Committee: Ms. Siobhan Bennett (CoGS Member).
- Anglican Consultative Council: The Rt. Rev. Riscylla Walsh Shaw (Bishop Alternate), Ms. Ann Bourke (Lay Delegate), and Ms. Melanie Delva (Lay Alternate).
There was a tie for the position of Clergy Alternate on the Anglican Consultative Council. A reelection for this position took place and the results reported later in the day.
FINAL REPORT ON ELECTIONS
The Rev. Clara Plamondon announced that the Rev. Canon David Burrows had been elected to fill the position of Clergy Alternate on the Anglican Consultative Council. Thanks was expressed to all of the nominees who let their names stand for the elections. Ms. Plamondon moved that the ballots be destroyed.

Recognizing that human trafficking, modern slavery and enforced migration are human rights violations that ignore the inherent dignity of all persons
And that the Council of General Synod endorsed the 2012 Anglican Consultative Council Resolution 15:10 The Trafficking of Persons

Be it resolved:
That the Council of General Synod commend for consideration that the General Synod:
a) Condemn the ongoing practices of human trafficking and modern slavery and commit to working for their elimination in Canada and globally
b) Urge the Anglican Church of Canada to constructively engage all levels of government on relevant policy areas to combat human trafficking, slavery and enforced migration
c) Urge the Anglican Church of Canada to develop, promote and disseminate liturgical, theological and educational materials related to combatting human trafficking, slavery and enforced migration
d) Urge dioceses and Ecclesiastical Provinces to continue building relationships with local and regional networks combatting human trafficking, slavery and exploitation
e) Urge the Anglican Church of Canada to maintain and support a national network of Canadian Anglicans engaged in this work and to liaise with relevant ecumenical, interfaith and Communion bodies.
