That the Council of the General Synod request the Faith, Worship and Ministry Committee to establish a consultation to examine and make recommendations to the appropriate bodies concerning:
a) the role and governance of ACPO [Advisory Committee on Postulants for Ordination];
b) alternate models of ministry and methods of discernment for these models; and
c) the appropriate lines of accountability for processes relating to all models on the diocesan, provincial and national levels;
d) other issues raised in the proposal of Faith, Worship and Ministry;*
with representation from:
a) the House of Bishops
b) the Faith, Worship and Ministry Committee
c) ACPO secretaries
d) Theological Colleges; and
e) those conversant with the concept of mutual ministry
with funding for the consultation to be provided from existing budgets of the Faith, Worship and Ministry Committee and the House of Bishops, and to report the interim results of the consultation to the Council of General Synod no later than the Fall of 1997. CARRIED #39-11-96

3.1 ACPO
Faith, Worship and Ministry received a copy of the House of Bishops' Memorandum dated 21 May 1996 "Recommendations to the Council of General Synod re ACPO". Out of the discussion of this memo arose a proposal from Faith, Worship and Ministry regarding the House of Bishops' recommendation that the Council of General Synod establish a consultation regarding the role of ACPO, models of ministry, and lines of accountability. It is offered to the Council as a suggestion as to how to respond to the House of Bishops' request:
PROPOSAL FOR PROCESS OF CONSULTATION ON MINISTRY AND THEOLOGICAL EDUCATION
Purpose: To review and propose revisions to the national standards of the Anglican Church of Canada regarding ordained ministry and theological education.
Process:
1. Review the conversations and findings of the OPCOTE ministry conference at Huron College in May 1996.
2. Survey present standards, practices, and conversations in the various dioceses of the Anglican Church of Canada, and representative other branches of the Anglican Communion and representative other communions.
3. Define questions and promote conversations regarding ordained ministry (including non-stipendiary ordained ministry, vocational diaconate, shared ministry, local ministry and other new forms of ordained ministry) and theological education (including recruitment, discernment, and evaluation) of the following constituencies of the Anglican Church of Canada: bishops; executive archdeacons; heads and chief academic officers of theological colleges; ACPO secretaries; representatives of persons involved in new forms of ordained ministry.
4. Convene regionally based conferences involving bishops, executive archdeacons, heads and chief academic officers of theological colleges, ACPO secretaries, persons involved in new forms of ordained ministry, and lay people, being sure to include persons from groups often unheard or marginalized.
5. Write a report with recommendations for changes in canons and new canons.
6. Convene a national conference involving three persons from each of the five conferences in #4, to discuss the report and recommendations.
7. Present the findings and recommendations to General Synod in 2001.
The Committee also considered recommendations 2 and 3 from the House, noting that there is an inconsistency between them. The second recommendation might more properly read "ACPO be considered by all concerned as discernment for postulancy for the professional model of priesthood".

That this Council of General Synod accept Recommendations D 1-6 on "Continuing Education" from the Interim Report and Recommendations of the Consultation on Discernment for Ordained Ministry, including the revisions proposed by the House of Bishops, and request the Faith, Worship and Ministry Committee to take responsibility for implementing the recommendations. CARRIED #06-11-97

Recommendations D 1-6 are as follows [and underlined sections reflect revisions made by House of Bishops] {in electronic text revisions are indicated in upper case}:
1. In accordance with the Continuing Education Plan and with the knowledge that intentionally addessing professional and vocational growth leads to enhanced capacity in carrying out the work of the Church, we recommend that all clergy and bishops design, carry out and evaluate an annual individual professional and vocational growth plan. Ideally this work will be done collaboratively with their supervisor/metropolitan/bishop, or his/her designate, in a spirit of mutual inquiry and support.
2. We recommend that diocesan leadership publicly articulate:
a) the importance of and benefits accruing from professional and vocational growth
b) that professional and vocational growth is part of "the work" of the clergy.
3. We recommend that diocesan leadership assist in resourcing professional, vocational AND SPIRITUAL growth.
4. We recommend that in the area of professional and vocational growth, dioceses and theological colleges work in stronger partnership.
5. We recommend that the recommendations from the Mutual Ministry Review report (Committee on Ministry, General Synod 1995) be revisited and form part of the development of annual evaluation strategies for clergy and their parishes, to be implemented by 2001.
6. WE RECOMMEND THAT BISHOPS AND DIOCESES ENCOURAGE SABBATICAL LEAVES.

That this Council of General Synod request the Faith Worship and Ministry Committee to establish a joint task group with representation from the Faith Worship and Ministry, Eco-Justice, Partners in Mission, Primate's World Relief and Development Fund and Information Resources Committees, to coordinate plans and develop materials that will enable Anglicans, individually and with their neighbours, to become engaged in a process of refreshment, reflection, prayer, renewal and action during the Jubilee period and as we begin a new millennium. That this Council of General Synod request the General Synod Planning Committee to make provision on the Synod agenda for a Launch of the Jubilee Initiative, working with the appropriate committees and staff to enable this to happen; and

That this Council authorize Faith, Worship and Ministry to undertake a feasibility study in order to do more concentrated work on the issues raised in Recommendations C 1-6 of the Interim Report vis-a-vis "national standards for theological education", including the revisions proposed by the House of Bishops. This study would include participation from the House of Bishops, theological colleges, those involved in the training of people for alternative and complementary forms of ministry, and lay people involved in the life of the Church with gifts in the areas of adult education. Recommendations C 1-6 are as follows [and underlined sections reflect revisions made by House of Bishops] {in electronic text revisions are indicated in upper case} :
1. We recommend that a basic minimum core curriculum be established for all being prepared for ordination to the priesthood.
2. We recommend that a national core curriculum committee be established consisting of:
a) 3 representing traditional divinity schools
b) 2 representing alternative training models
c) 2 lay persons with a good understanding of today's Church and expertise in teaching and learning
d) one bishop PER PROVINCE.
3. We recommend that appointments be made by the Council of General Synod on the recommendation of the Faith, Worship and Ministry Committee IN CONSULTATION WITH THE HOUSE OF BISHOPS.
4. We recommend that the areas of concern for the committee include, among other matters (See the 1986 document):
a) the identification of a core curriculum for all to be ordained to the priesthood
b) modes of delivery: residency/non-residency
c) modes of evaluations and examination
d) CONSIDERATION OF THE MANNER OF ASSESSING READINESS FOR ORDAINED MINISTRY AFTER ALL COMPONENT REQUIREMENTS ARE MET
e) consideration of whether there is a role for basic competency evaluation before a candidate begins their theological education.
5. We recommend that the committee consults with the House of Bishops and submit its recommendations to the Council of General Synod through the Faith Worship and Ministry Committee.
6. Intentional education about issues of power, trust, sexual harassment and abuse need to be part of theological education, training for ministry and the professional and the professional and vocational growth of all clergy.
