That this Council of General Synod affirm and support the Anglican Council of Indigenous Peoples as it works towards the implementation of the Pinawa Declaration of August 2005, and prepares to nominate a bishop for appointment by the Primate as the first National Indigenous Bishop.

That the Council of General Synod refer the proposed amendment to Section 3 r) of the Rules of Order and Procedure (letter attached as Appendix 1) to the Handbook Review Group for their consideration and request the Group to report back to the Council at the next meeting.
The proposed amendment is:
That Section 3(r) of the Rules of Order be amended by adding the following at the end thereof:
Before putting the question to a motion to close debate, the Chair shall ask if any of the persons who are then in line to speak to the pending motion has an amendment or motion to proposed. Any person in line to speak, who has an amendment to propose, shall be entitled to state to Synod the text of such amendment or motion. No debate is permitted; however, questions and answers for clarification purposed may be permitted by the Chair. CARRIED #08-11-04

Dear Jim,
As I mentioned at the recent House of Bishops meeting, I wish to [make] a formal request to the Council of General Synod to consider adjusting the Rules of Order around resolutions during meetings of General Synod. Without any initiation on my part, the following resolution was carried at our Diocesan Synod, which met Nov. 11-13, 2004.
- MOTION: That Section 3(r) of the Rules of Order be amended by adding the following at the end thereof:
- Before putting the question to a motion to close debate, the Chair shall ask if any of the persons who are then in line to speak to the pending motion has an amendment or motion to propose. Any person in line to speak, who has an amendment to propose, shall be entitled to state to Synod the text of such amendment or motion. No debate is permitted; however, questions and answers for clarification purposes may be permitted by the Chair.
This resolution arose form the experience of the final amendment (Clause 5) to resolution A134 at General synod pertaining to Same-Sex Unions (the clause that mentioned 'integrity and sanctity'.)
To recap briefly, on the Thurs. morning at General Synod, when this section was dealt with, there was lots of informal conversation, prior to the session beginning, about suggesting slightly different wording, in the form of amendments that would find a greater consensus on the floor of Synod. Because of our present Rules of Order, when a motion was made to 'call the question', there was no debate permitted, nor were the delegates of Synod able to inquire as to whether there were "better options" waiting to be put as amendments in the hands of delegates still waiting at microphones to speak. I am convinced that, as a result, we did not make the best decision that the Synod could have made, and I think this has been borne out [by] the subsequent confusion throughout the Anglican Communion as to what was really meant by the wording of Clause 5. I believe we were "let off lightly" by the Windsor Report -- probably because they understood the predicament we were in.
While the Council of General Synod might want to construct their own method to achieve the necessary result, I am formally requesting that the Council consider amending the Rules so that the members of General Synod at least get a chance to hear the wording of amendments already prepared before they are required to vote on a motion "to call the question."

1.1 That the Council of General Synod approve the recommendation of the Pension Committee that Regulation 6.1 - Disability Benefit of the General Synod Pension Plan be amended as follows:
