Be it resolved that this Council of General Synod: Approve the 2020 Budget as recommended by the Financial Management Committee amended to reflect a surplus of $34,934 due to an increase in reconciliation expenses to $96,000. ADOPTED #CoGS 009-11-19
Notes
Treasurer and CFO, Ms. Hanna Goschy, reported to Council on the 2020 budget. Highlights of Ms. Goschy’s report included the following:
The Financial Management Committee (FMC) forecasts a $2,000 surplus for 2019, and a total revenue of approximately $11.2 million.
The 2020 budget is aiming for a surplus of almost $35,000.
General Synod was able to balance its budget for 2019 due to careful budgeting. FMC is mandated to present a balanced budget and is not allowed to run a deficit.
Ms. Goschy spoke to the history of proportional giving. Since 1995, proportional gifts from dioceses have decreased by $1.8 million or almost twenty percent from the $9.4 million to $7.6 million. Thus far, the decline in proportional giving has not resulted in any program or staff cuts. However, as some staff members have left the positions have not been filled. The decline in proportional giving from dioceses, and expectations for a continued trend downwards, will add pressure on expenditures to maintain a balanced budget in future years. A related consideration is the possibility that some gifts that have been budgeted for may not come in.
FMC has discussed the need to allow funding of up to $250,000 from the Ministry Investment Fund (MIF) in 2021 to offset a potential operating deficit in that year. This is a one-time request that would require Council’s authorization.
Ministry Investment Fund grants for 2020 were highlighted. Annually, $250,000 is available through a process where directors of General Synod prepare proposals for one-time projects. Grants for 2020 can be found in the motion put forward for resolution.
There will be a joint meeting of the church’s finance officers and executive officers in Edmonton, AB in mid-November to discuss proportional giving and hopefully plans towards a strategy for improvements.

The Primate spoke to the ongoing discussion about dismantling racism. At July’s meeting Council adopted a motion to establish a Dismantling Racism Task Force (see 004-06-20-11, pages 4-6), and at September’s meeting heard that a proposed membership slate would come to this meeting (see 004-07-20-11, pages 8-9). The Most Rev. Linda Nicholls put forward a motion to appoint the Dismantling Racism Task Force’s membership and spoke to each member’s background. The link between CoGS and the task force is Ms. Dale Drozda. Before moving the motion, questions and comments were welcomed. One Council member noted that the east coast is not represented in the membership and inquired if adding someone from there was a possibility. Archbishop Nicholls explained that nominations were invited from bishops and Council members, but none were received for individuals from the east coast. If a name is put forward of a person that is appropriate to include, an additional member can be added. The task force can also delegate and look for additional people to work with them.

Deputy Prolocutor and Chair of the Nominating Committee, Ms. Judith Moses, spoke to the election for the General Synod Planning Committee (GSPC) for 2022. To begin, Ms. Moses spoke to the role of the GSPC, which is a subcommittee of CoGS and reports to the Council, and the terms of reference circulated with election details to voting members via email on July 13, 2020. In the email, voting members were invited to review the terms of reference and provide feedback. No questions or requests for amendments were received. The terms of reference were revised to reflect that 2022 is an Assembly with the Evangelical Lutheran Church in Canada (ELCIC). A motion was put before Council to adopt the revised terms of reference

Notes
The make-up of the GSPC’s membership (appointed, ex-officio, and staff) was reviewed and positions already appointed were noted. CoGS is responsible for appointing at least one member from the previous planning committee and one representative from the Council, which it would undertake though the election. Voting members were notified in the email on July 13, 2020 of the requirement for CoGS to appoint these positions, of the nominations received to date (see below), and a formal request was made for additional nominations. The deadline for additional nominations was end of day on July 20, 2020. No additional nominations were received. Nominees included: Member from Previous Planning Committee

It was also noted that the Audit Committee was not included amongst the slate of committees being elected because nominated individuals have not been contacted yet, and that an email ballot would take place at a later date.

The Rev. Dr. Karen Egan and Ms. Judith Moses spoke to General Synod 2019 resolution C005 – Constitutional Review (as amended). Council would not be voting on the resolution itself, but dealing with what it asks them to do. Dr. Egan and Ms. Moses requested the resolution be passed to the Governance Working Group (GWG). The GWG is the servant of the Council to make sure that the information it has is sufficient for a good decision-making process. It is chaired by Chancellor Canon David P. Jones and is made up of Canon Clare Burns, Ms. Ann Chaplin, Ms. Cynthia Haines Turner, the Ven. Alan Perry, and the Ven. Dr. Michael Thompson (ex officio). The work that the GWG will undertake on this resolution will be done in consultation with CoGS and the Strategic Planning Working Group.

Deputy Prolocutor and Chair of the Nominating Committee, Ms. Judith Moses, spoke to the appointments Council would be making at this meeting. Ms. Moses referred Council to the call for nominations that was included in the meeting docket (034-01-21-02). The document outlined the vacancies to be filled by both election and appointment. They included:
Officers of General Synod – 1 Officer-at-Large (lay member of CoGS);
CoGS Nominating Committee – 1 position (member from ecclesiastical provinces of British Columbia & Yukon or Rupert’s Land);
CoGS Resolutions Committee – 1 position;
CoGS Handbook Concerns Committee – 2 positions (and see note under the Closing Remarks section of the minutes);
Dismantling Racism Task Force – Council Representative (1 position)
Anglican Consultative Council – Alternate Clergy Delegate (1 position);
Confirmation of the Clergy Delegate on the Anglican Consultative Council from Clergy Alternate; and
Confirmation of appointments to the Advisory Council of the Canadian Companions of the Episcopal Diocese of Jerusalem.
