That the Council of General Synod send greetings to the Executive Council of the Episcopal Church, USA, and express its thanks and appreciation to the Council for its expression of concern and solidarity with the Anglican Church of Canada. CARRIED #39-05-00

Advice and Direction to Working Groups and Taskforces Mandated at the May 2000 Meeting of the Council of General Synod
Our goals in this crisis are:
- Healing and reconciliation
- Survival (in order to take part in healing and reconciliation)
- Agreement with government (in order to survive)

At this meeting, we have mandated groups to:
- Make adjustments to the 2000 budget (007-09-00-05 revised)
- Prepare a 2001 budget (044-05-00-05)
- Prepare proposals for alternative forms of organization (044-06-00-05)
- Make decisions about financial viability (if required) (044-07-00-05)
In these tasks, we hope these values will be upheld
- faithfulness to the Gospel and the body of Christ
- repentance and forgiveness
- willingness to change
- hopefulness
- truth-telling, transparency, and integrity
Mindful of the question, "what work will not be done at all if it is not done nationally ?", we affirm the following essential competencies we must retain:
- the primacy
- the capacity to respond to litigation and contribute to healing and reconciliation
- the capacity to gather indigenous Anglicans from across the country
- the capacity for national funding support to assisted dioceses
- the capacity to remain connected to the Anglican Communion
- the capacity to authorize liturgical texts for use in the Canadian church
- the capacity to develop our relationship with the Evangelical Lutheran Church in Canada
- the capacity to communicate with ecclesiastical provinces, dioceses, parishes, and individual Anglicans in Canada
It would be desirable to retain the following competencies:
- the capacity to nurture ecumenical relationships
- the capacity for the national House of Bishops to meet
- the capacity to contribute to partnerships in the Anglican Communion
- the capacity to advocate for social justice and prophetic mission within Canada
- the capacity to network among ecclesiastical provinces, dioceses, parishes, and individual Anglicans in Canada
This is based on the understanding that PWRDF (through separate incorporation) and the Pension Plan (including group benefits) will continue.
We also want to share the following key messages:
to Management Team:
- consider suspending programs and not eliminating them
- staff must be treated fairly and justly
- staff must give input to all taskforces regarding cutbacks, alterations, and the future
to Standing Committees & Councils:
- do the work you can within your mandate and financial constraints to contribute to healing and reconciliation
- use the November 2000 meeting:
-- to prepare Committee reports for General Synod 2001
-- to plan for the future of the work
a. if financial resources are further reduced
b. if radical change in organizational structure is anticipated or required
