That this Council of General Synod affirm and support the Anglican Council of Indigenous Peoples as it works towards the implementation of the Pinawa Declaration of August 2005, and prepares to nominate a bishop for appointment by the Primate as the first National Indigenous Bishop.

Discussion:
Council discussed the resolution. The Primate commented that he envisions a process for the first bishop whereby the ACIP would nominate to the Primate their selection of a person already a bishop.
That this Council of General Synod direct its Standing Committees, Councils and Boards to reassess their priorities and reduce their workload in accordance with reduced financial and staffing resources, and to be attentive to how their work links with that of other groups. CARRIED #16-11-05

A third MCG [Mission Coordination Group] resolution dealing with socially responsible investment was withdrawn.
Ms. Barbara Burrows and Archdeacon Peter Zimmer presented the report. Due to budget reductions for 2006, there will be no further meetings of this committee; however, the coordination of work needs to continue. It was noted that the Terms of Reference for the Mission Coordination Group and the Planning and Agenda Team overlap in significant ways and that continuation of the work would be possible through the Planning and Agenda Team. The committee has sent a message to Dr. Ellie Johnson, asking that minutes of committees, councils and boards be circulated electronically to all chairs and all principal staff.

That this Council of General Synod direct the Planning and Agenda Team to take up the work that has hitherto been done by the Mission Coordination Group, namely coordination of the work of its Standing Committees, Councils and Boards, and identification and action on gaps and overlaps in this work. CARRIED #15-11-05
Dean Peter Wall presented the report and spoke to the proposed theme for General Synod. He said that the committee had received replies on the proposed theme from the Standing Committees, Councils and Boards. As a result the original theme "Draw the Circle Wide" has been expanded to "Draw the Circle Wide ... Draw it Wider Still". Dean Wall said that the Planning Committee believes that the theme speaks of the inclusivity of our church -- inclusive of all people and all perspective and points of view. The open circle, envisioned in graphics, supports the idea that all is not yet revealed; that all are not yet part of our circle; and that we are opening and welcoming.
General Synod will meet from June 19-25, 2007 in Winnipeg, MB. The committee is in final negotiations with two downtown hotels, as the University of Manitoba, could no longer guarantee the required number of bedrooms.
