Rev. David Johnson rose on a point of order and questioned if the motion would take effect on prorogation. Chancellor Stevenson responded that in accordance with Section 24 of the `Constitution of the General Synod - Procedure and Practice', "all enactments of the General Synod shall come into force and operation as soon as passed".
That the minutes of the November 26 - 28, 2004, meeting of the Council of General Synod, document #004-04-05-05 with the correction noted in document #004-06-05-05 be approved. CARRIED #01-05-05
That in light of the need to cut expenditures, the Council of General Synod calls on all its committees to review the length, frequency, venues and amenities of their meetings. CARRIED #30-05-05
That this General Synod of the Anglican Church of Canada
1. Recognize the substantial progress made in restructuring the Canadian ecumenical justice coalition and November 2000 Council of General Synod resolution approving participation of the Anglican Church of Canada in the newly established Canadian Churches for Justice and Peace (CCJP),
2. Affirm the courage and vision demonstrated to date by the member churches, Church House staff, particularly the Board members, namely the Executive Director of the Primate's World Relief and Development Fund (PWRDF) and the Director of Partnerships, and coalition staff of the CCJP,
3. Acknowledge the constraints on resources necessitating a regrettable reduction in ecumenical coalition staff and the resulting associated pain and anxiety; and,
4. Support efforts of all CCJP members to strive for and celebrate the excellence of collaborative Christian ecumenical international and Canadian social justice work, CARRIED WITHOUT DEBATE Act 69
That the Council of General Synod confirm the nominations of the Ven. Dennis Drainville and the Rev. Kate Merriman to the Governing Board of the Canadian Council of Churches for a three year period beginning with the November 2006 meeting. CARRIED #39-05-06
That the Council of General Synod establish a Commission on Governance under Section 41 of the Constitution
That the Commission include the Prolocutor, the Chancellor, the General Secretary, at least one additional member of the Council of General Synod, 2 representatives of ACIP and 4 members at large appointed because of their knowledge and
That the Commission's task be as follows:
- To review the history of General Synod and its evolution
- To consider the current context in which the General Synod operates
- To study the ecclesiological principles which underlie governance in the Anglican tradition
- To seek submissions from dioceses, provinces and other interested parties
- To bring forward proposals for change in governance of General Synod for consideration by the General Synod in 2007
That the Nominating Committee seek nominations and propose membership in the Commission by the end of January 2005, and that the Officers be authorized to confirm the membership of the Commission
