That the National Executive Council request the Executive of the Anglicans in Mission National Steering Committee to appoint a task force to work with staff to plan and implement a Plan of Celebration June 1983 - June 1984, and that a budget of $4,000 to implement the Celebration process be approved and charged to Anglicans in Mission. CARRIED
That the National Executive Council appoint immediately an Evaluation Task Force to include some members of the National Steering Committee of Anglicans in Mission, to report to the National Executive Council in May 1984.
That a budget of $10,000 be approved for the evaluation process and charged to Anglicans in Mission. CARRIED
The report of Anglicans in Mission was introduced by Bishop Bothwell, Vice-Chairman of the National Committee. He stressed the need for "moving forward together."
Canon Hobbs, the National Director, reported as follows:
a) 29 dioceses have decided to participate;
b) the National Case has been developed;
c) 34 Clergy Conferences will be held before mid-December;
d) a seminar for Diocesan Directors is scheduled for December 14-16, 1981.
Mr. Kevin Allen and Mr. Wm. Hanrahan, of the Community Counselling Service explained details of the program and expressed satisfaction with progress to date.
Canon Hobbs presented the National Case and requested the National Executive Council to give it general approval as a working document with the understanding that there may be changes between now and May, 1982. The Council spent considerable time commenting on the Case statement and suggesting various amendments and corrections.

That the National Executive Council adopt the National Case with necessary revisions and corrections, provided that the sub-title on page 13 be changed to read "Additional Programs to be Funded as Money is Available." CARRIED
Goal I - To recognize and enable volunteer leadership to live out their ministry through the mission of the Church.
2. Mission Study (Awareness and Training)
Goal II - To develop a sense of commitment to personal and corporate action in mission in every parish in Canada.
3. Program Information
Goal III - To foster in church people a sense of identity with, and involvement in, the mission and program of the Church, including financial support.
4. Stewardship Education and Practice
Goal IV - To assist dioceses and parishes in their financial development for the work of the Church at home and overseas.
5. Diocesan Consultations
Goal V - To engage in dialogue to enhance understanding and appreciation between representatives of dioceses and the national church about national and diocesan program and budget matters.
6. Deferred Giving and Special Gifts
Goal VI - To promote and expand the program of Deferred Giving and Special Gifts.
7. Evangelism, Spirituality and Worship
Goal VII - To increase the capacity of church people to grow in their faith and share it in words and deeds.
After discussion by groups Council moved back to plenary session and comments and questions were invited from the floor.

That the National Executive Council receive and commend these Continuing Strategies for consideration in the evaluation process and in preparation of the 1984 program. CARRIED
That the National Executive Council request this Joint Committee to continue through the integration process and to report to each meeting of the National Executive Council. CARRIED
That the National Executive Council accept the Over Twenty Million Dollar Committee's understanding of its Terms of Reference and ask them to continue the work on that basis. CARRIED

Terms of Reference
It was agreed that the Committees terms of reference would have it establish criteria for spending overage funds and then receive applications for those funds and see that such applications are presented to the appropriate bodies.
That $500,000 of national Overage money be allocated for expenditure in 1985 subject to a review in early 1985 when the total Anglicans in Mission receipts for 1984 will be known. CARRIED

It was noted that it would be helpful if the source of requests for national Overage Funds could be made known in the future.
The Primate expressed extreme thanks to Canon Hobbs and the staff of Anglicans in Mission for the care in [sic] which they have worked; and to the members of the National Steering Committee.
1) a reference committee in relation to the Book of Alternative Services be appointed;
2) the committee shall consist of
-the Primate as Chairman
-two persons elected by the National Executive Council, not necessarily members of the National Executive Council
-two representatives of the Anglican Book Centre Committee
-two representatives of the Doctrine and Worship Committee;
3) the committee shall meet at the call of the Primate, or on request of any two members;
4) the committee shall
-receive and consider representations addressed to it from any source in relation to the Book of Alternative Services. Representations shall be in one of three categories:
a) requests for advice
b) requests for recommendation
c) requests for decision
-identify issues in relation to the publishing and sale of the Book of Alternative Services, and be authorized to refer or deal with the same where necessary. CARRIED
Mr. Ligertwood reviewed a memorandum entitled "Development of the Church House Property.

That the membership of the task force on the redevelopment of Church House property as stated in the memorandum be confirmed, and authorized to carry on discussions with the prospective developer. CARRIED
That this National Executive Council request our Bishops to take initiative working ecumenically, to carry this concern to the Premiers of the Provinces. CARRIED
