PRIMATE'S WORLD RELIEF AND DEVELOPMENT FUND #011-03 & 05-11-11 : Memorandum of Agreement between the General Synod and the Primate's World Relief and Development Fund #011-04-11-11
Ms. Adele Finney, PWRDF Executive Director, presented the report. She highlighted the recent regional meeting of the Anglican Alliance and gave an overview of its work coordinating Anglican relief and development work around the world.
Ms. Finney introduced the Memorandum of Agreement between The General Synod and The Primate's World Relief and Development Fund (Doc. #011-04-11-11).
The Rev. David Pritchard spoke of a recent full meeting of the board that included diocesan representatives, youth council and staff. He noted that PWRDF continues in transition and is preparing to have a new work plan in place by Spring 2012.

That the Council of General Synod approve the Memorandum of Agreement between the General Synod and the Primate's World Relief and Development Fund.
Mr. Murray McCarthy of M & M International presented Resources for Mission, an Operational Review (Doc. 031-02-13-11). He provided an overview of the process used to gather information for the report; reviewed the various recommendations contained in it; and responded to questions.

Be it resolved that the Council of General Synod receive the report Resources for Mission, an Operational Review and refer it to the General Secretary and the Coordinating Committee for consideration and request Council receive periodic updates.
The Primate introduced Mr. Rob Saffrey and Mr. Dave MacNicol from the investments sub-committee of the Financial Management Committee.
Mr. MacNicol provided background and rational for two resolutions which would bring the church’s investments more in line with the changing market:

The Council of General Synod amends the Statement of Investment Policy as follows:
2) For Canadian Equities, reduce the strategic target to 22.5% (from 30%); For Foreign Equities, increase the strategic target to 22.5% (from 15%) and revise the range to 15% - 60% (current 0% - 30%)
