Appendix B
1.2 Regulation Changes

5.1 Normal Retirement Pension
The amount of annual Pension payable on normal retirement pursuant to Regulation 4.1 shall be the sum of:
(a) the amount accrued prior to December 31, 1960 determined in accordance with the provisions of the Plan in effect on that date;
(b) for Years of Contributory Membership after December 31, 1960, percentages of Salary in accordance with the provisions of the following table:
1961 to 1972 - 1.5 %
1973 to 1975 - 1.6 %
1976 to 1978 - 1.7 %
1979 to 1980 - 1.8 %
1981 to 1982 - 1.85 %
1983 {{and later}} - 1.9 %
(c) any amount purchased with respect to Member's Back Service, pursuant to Regulation 12;
(d) bonus additions approved by the General Synod or the National Executive Council effective prior to December 31, 1988; and
(e) bonus additions effective on and after December 31, 1988 in accordance with Schedule A to these Regulations.
5.2 Early Retirement
{{The amount of annual Pension payable on early retirement pursuant to Regulation 4.2 shall be the amount determined in accordance with section 1 of this Regulation but reduced as follows:}}
(a) if the Member was in Active Service immediately prior to retirement, by
(i) one {{third}} of one percent for each month or part of a month not exceeding 60 months by which the actual date of retirement precedes the {{Member's Normal Retirement Date, plus}}
Member's Normal Retirement Date,
plus
(ii) one half of one percent for each month or part of a month in excess of 60 months by which the actual date of retirement precedes {{Member's Normal Retirement Date;}}
NOTE: A members may now retire on unreduced pension after the completion of 37 years of contributory membership, however, this does not change the Normal Retirement Date under the Plan which is age 65 or 40 years of contributory membership, whichever is earlier, as defined in Regulation 1.9.

Rationale
The above increases represent the increase of 5.26 % of all accrued benefits (to increase accruals of 1.9 % of Salary to 2.0 % of Salary) compounded with the "cost of living" increase of 4 % for amounts accrued prior to 1995 and 2 % for amounts accrued in 1995.

That the broadcasts continue in 1998 with terms, goal, budget and evaluation as outlined.
2. Terms: That there be five 30-minute broadcasts in prime time, Monday through Friday, May 25 to May 29, on Vision TV.
3. Goals
a) Primary audience: active Anglicans
- Inform viewers about the ministry of General Synod
- Showcase the life and ministry of the host diocese
- Offer opportunities for viewer involvement
b) Secondary audience: other viewers
- Raise public profile of Anglican Church
- Portray the church in an engaging way to seekers
4. Budget
a) Based on our consideration of goals, audiences, survey results and other factors, we recommend a budget of $171,000 for the broadcasts and audio-visual meeting facilities, and a further $15,000 for promotion to ensure reaching our primary audience. We believe this budget is necessary in order to attain the above goals. We also believe it is a realistic budget which can be met.
b) We recommend that aggressive efforts be made to attract revenue through advertising or sponsorships, such efforts to be conducted by the General Secretary, the Director or Information Resources and other staff as assigned. The task force believes there are significant opportunities that have not previously been explored.

That this General Synod:
1. Reaffirm and extend the "Interim Agreement on Eucharistic Sharing" between the Anglican Church of Canada and the Evangelical Lutheran Church in Canada to 2001.
2. Replace section 5.c.iii. of the Interim Eucharistic Sharing Agreement with new wording: "agreements which permit an ordained minister (priest or pastor) to serve the people of both churches, including presiding at the sacraments of the Church, wherever, and according to whichever rite, the local bishop of each church deems appropriate."
3. Request that bishops specifically invite neighbouring congregations (where appropriate) to commit themselves to undertake at least one joint project and celebrate at least one joint eucharist yearly.
4. Adopt and implement a policy to permit lay people of the Evangelical Lutheran Church in Canada moving to the Anglican Church of Canada to be received with the same status (baptized/communicant/confirmed) which they held in the ELCIC. Such a move, with appropriate instruction, could be marked liturgically by a service of reception such as that found on pages 106-107 of the Canadian Book of Occasional Offices (1964) or on pages 161-162 of the Book of Alternative Services (1985).
5. Request dioceses and bishops to develop structures with the purpose of evaluating and improving the bishop's ministry, through collegial and periodic review.
6. Encourage continuing work toward entering full communion, as defined by the Canadian Lutheran Anglican Dialogue, by 2001.
7. Dismiss CLAD II with thanks, and mandate a Joint Working Group to oversee the process leading to the implementation of the above recommendations.

Notes
On behalf of the Evangelical Lutheran Church in Canada, Bishop Telmor Sartison greeted the members and guests of Synod and introduced that church's Vice-President, Ms. Janet Morley. He expressed thanksgiving to God for the passage of the above resolution, which will be presented to the Lutheran Assembly in July 1995. He also thanked CLAD (the Canadian Lutheran Anglican Dialogue) for its work and spoke about the dialogue between the Anglican and Lutheran churches.

That the following draft amendments to Canon XXI be approved as the Council's response to the direction given by the General Synod in 1995, and that such amendments be presented to the General Synod in 1998.
1. Amend paragraphs (c) and (d) of section 33 of Canon XXI to read:
c) On receipt of an application mentioned in b) from a person who is residing in Canada in a diocese in which there is a Commission, the chaplain shall forward the application to the bishop of the diocese in which the applicant is resident.
d) If the applicant us serving or residing outside Canada or in a diocese in which there is no Commission, the chaplain shall forward the application to the Bishop Ordinary of the Canadian Forces for action.
2. Add to Canon XXI a new section as follows:
34. Diocesan Options
a) Notwithstanding anything in this Canon, the synod of a diocese may, with the concurrence of the diocesan bishop, adopt a canon declaring that the requirement in section 27 a) of this Canon does not apply to the diocese.
b) In a diocese whose synod has adopted such a declaration:
i) applications for declarations of marital status under Part III shall be made to and determined by the diocesan chancellor, and
ii) applications for permission to remarry under Part IV shall be made to and decided by the incumbent of the parish or mission where it is desired that the intended marriage be celebrated. CARRIED #30-05-97
