Section 3, sub-section (1), 3rd line be amended by deleting the word `so' and adding after the words 'House of Bishops', the words 'as Bishop Ordinary to the Forces';
also, by deleting, in the 3rd line, the words 'but at the wish of the chaplain and/or the diocese concerned he may retain his membership in the Synod of the diocese from whence he came;
Section 3, sub-section (2), be amended by changing the words 'Such Bishop' to read, 'The Bishop Ordinary to the Forces.'
be amended by renumbering section 4 as Section 4(a), and by inserting a new section 4(b) which will read as follows:
`An appeal shall be from the decision of the Bishop given under section 3 or 4(a) of this Canon to the Metropolitan of the Province in which the priest or deacon resides. In the hearing of the appeal the Metropolitan (or in the case where the Metropolitan is the diocesan, the Senior Bishop of the Province) shall associate with him a bishop, a priest and a lay person who shall not be members of the diocese from which the appeal is taken.'
The General Secretary read a letter from Mr. W.B. King indicating two additional requirements to enable him to take over current contracts and continue the Counselling Service.
"(a) Dioceses and Parishes be informed I am a Consultant to the Anglican Church of Canada.
(b) Permission be given for me to rent an office at Church House for one year with a separate telephone number and P.O. Box (ie. as currently approved to Charters Publishing)."
Following a lengthy discussion about the ACCS and its staff, it was [moved and seconded].

That this NEC concurs in the following recommendations from the Program Committee,
(1) ACCS be discontinued as of December 31, 1969;
(2) Mr. King be encouraged to established himself as a private consultant, whom national staff will recommend for the work;
(3) That 1970 holders of contracts with ACCS be written (if Mr. King requests) informing them of this change and suggesting that his services will be as valuable as ever as a private consultant. CARRIED
Be it resolved that Section 18 and 27 of the Rules of Procedure and Debate be suspended so that the following two motions might be considered at this Session of Synod. CARRIED

"Resolved that the following words be added to the resolution passed at this Synod amending the resolution passed by the 23rd Session of Synod, August 22-31, 1967:
'5. The President and the Chairman, Social Action, of the National Board of Anglican Church Women in the case of the Program Committee, and the Vice-President of the National Board of Anglican Church Women in the case of the Long Range Planning Committee'.
so that the resolution ('Handbook'. Appendix A) shall read:
'That the members of the Long Range Planning Committee and the Program Committee consist of the following:
1. Ex-officio, the Primate and the Prolocutor.
2. Two Provincial representatives from each Province, elected by General Synod from its membership.
3. Five members of the National Executive Council elected from its membership at its first meeting following its election.
4. Five members not necessarily members of General Synod or the National Executive Council elected by the National Executive Council at its first meeting following its election.
5. The President and the Chairman, Social Action, of the National Board of Anglican Church Women in the case of the Program Committee, and the Vice-President of the National Board of Anglican Church Women in the case of the Long Range Planning Committee.' CARRIED
