That this N.E.C. concurs in Recommendation #8 of the A. & F. Committee, "that after cuts of $291,198 in 1971 budget estimates made by the Program Committee, the expenditure level be confirmed at $2,965,483, and that 1971 Suggested Diocesan Apportionment Quotas totalling $2,378,006 be approved." CARRIED
The Report of the Administration and Finance Committee was presented by Mr. G.A. Donald. Mr. Donald explained the Report in terms of a graph showing comparative church revenue for the years 1968-72, inclusive.
THAT the Consolidated Financial Statements of the General Synod of the Anglican Church of Canada for the years ended December 31, 1971 and December 31, 1972, with the auditor's reports attached thereto be approved.

That the capital of the Diocesan Delegates Travel Fund, being no longer required for its original purpose, be added to the capital of the Executive Council Expense Fund to pay the travel and other expenses of the National Executive Council and General Synod Committees and Commissions; and that the accumulated income of the Fund be used for the same purpose. CARRIED in both Houses.
That the Administration and Finance Committee be authorized to develop specific proposals to permit mortage loans to be made to national executive staff, and that the National Executive Council be authorized to approve the plan developed by the Committee, for implementation. CARRIED in both Houses.
That approval be given to an application to the General Synod's bankers for a line of credit of $100,000 for general purposes, and, at the same time, that the authorized limit on borrowing by the Anglican Book Centre be reduced from $400,000 to $300,000. CARRIED in both Houses.
(a) That, within the terms of their original purpose, authority for the use of Missionary Society reserve funds be transferred to the Administration and Finance Committee; (b) that the non-operating funds of the Society be maintained as separate accounts under the authority and direction of the Administration and Finance Committee, with annual reports of the operation of the funds being made to the Board of Management of the Society. CARRIED in both Houses.
(1) That before each Session of General Synod, the Primate and the Prolocutor in consultation with the Chairman of the Administration and Finance Committee appoint a Sessional Committee to be responsible for implementing Rule of order 21 with respect to spending motions for which sources of funds have not been identified prior to the Synod Session.
(2) That before each Session of General Synod, a report be provided to the Synod, by or through the Administration and Finance Committee, as to whether the money proposed to be spent as a result of motions to be brought before the Synod is available or, if not, what steps should be taken to provide such money should such motions be adopted.
That, because of the substantial improvement in the 1968 operation of the Anglican Book Centre (a loss of $11,984 compared with a 1967 loss of $58,076), (a) General Synod, through its operating surplus account, absorb the accumulated December 31, 1968 deficit of the Anglican Book Centre amounting to $58,202; and (b) the Anglican Book Centre to continue in operation. CARRIED in both Houses.
THAT General Synod instruct the General Secretary to publish the action and purpose in establishing a unit of Public Social Responsibility, and to make such information available to dioceses, parishes, interested persons for their consideration.
