The Prolocutor presented the following Address to Her Majesty the Queen:
"This 27th Assembly of the General Synod of the Anglican Church of Canada, being held in the beautiful and historic City of Quebec, sends to Your Majesty as Queen of Canada our deep and abiding affection and loyalty. We are grateful to Almighty God for the blessing of your Christian leadership and presence. We pray that those who are set in authority over us may be strengthened and enriched as so be enabled to secure for all people in Canada Peace, Justice, Personal Dignity, and Christian Love.
That the National Executive Council receive the following resolution and endorse the principle espoused:
`That the General Synod apportionment continue to be a free will offering of the dioceses to the work of the national Church;
That dioceses be encouraged to strive for their maximum possible effort and not consider the suggested quota as a maximum, setting their Apportionment Acceptance in relation to their own abilities, resources and commitments;
That the Budget Sub-Committee be asked to develop different terminology for use in approaching dioceses about their annual contributions to the national Apportionment; and
That the General Synod Administration and Finance and Program Committees continue a program of consultation with dioceses, individually and in groups; eg. Provincial Synods or regional groupings. CARRIED
That the 1980 Apportionment Budget Spending Ceiling be increased to $4,505,373 and that the M.S.C.C. General Reserve withdrawal be increased to $342,986. CARRIED

That the National Executive Council approve the membership proposal and terms of reference of a task force to discuss the possible sale of the Church House property.
1. Membership
General Synod: Messrs. Murray Bosley and Brian Grose, Rev. W.E. Lowe, Mr. J. Ligertwood, Ven. A.D. Brown, Canon W. Asbil.
St. Paul's Church, Bloor Street, Toronto: Messrs. W.B. King and Tom Gathercole.
2. The Diocese of Toronto should be asked to name a representative or representatives to the task force.
3. Correspondence from the Commissioner of Parks and Property of Metropolitan Toronto should form the background for the task force.
4. Terms of Reference should include:
(a) negotiation with representatives of Metro Toronto Corporation about possible sale of Church House property;
(b) consideration of possible dislocation and relocation factors and costs;
(c) valuation of present building and property;
(d) the possibility of full development of Church House building (adding five floors);
(e) new site of the national office and details of such development.
5. If the task force decided to recommend the sale of the Church House property, the Officers of General Synod, together with the Chairman's Advisory Committee of the Administration and Finance Committee should be authorized to approve the sale of the property, the price and details of relocation.
That this N.E.C. concurs in Recommendation #8 of the A. & F. Committee, "that after cuts of $291,198 in 1971 budget estimates made by the Program Committee, the expenditure level be confirmed at $2,965,483, and that 1971 Suggested Diocesan Apportionment Quotas totalling $2,378,006 be approved." CARRIED
That the Spending Ceiling of $4,021,416 be further increased by any additional Diocesan Apportionment Acceptances (up to $56,612) above the present level of $3,211,843. CARRIED
