Canon Genge, as a member of ACNAC [Anglican Council of North America and the Caribbean], reminded the National Executive Council that an evaluation of ACNAC was begun in 1981. The conclusion was that ACNAC should remain together for a longer period of time.
That this National Executive Council of the Anglican Church of Canada approve the recommendation of the Executive Committee of the Anglican Council of North America and the Caribbean that Section (a) of Article 2 of the Constitution of ACNAC be amended to read:
`To facilitate the Church's response to Mission by assessing the needs and resources of the Churches and Provinces in the Americas and by making recommendations to member Churches.' CARRIED
That 1986 Suggested Diocesan Apportionments be $6,151,300, 11% more that 1986 Diocesan Apportionment Acceptances; that the 1987 Apportionment Budget Spending Ceiling be set at $7,197,877, 5% above the 1986 Spending Ceiling; and that the Program Committee be so advised. CARRIED
That the revised 1986 Apportionment Budget Spending Ceiling o $7,034,233 be approved. CARRIED
The statement from the Administration and Finance Committee was noted.
The following matters for information were highlighted and discussed:
The Trust Funds Grants Sub-committee reported that, for several years, applications for assistance have far exceeded the income available; that it cannot discern other sources of income (apart, perhaps, from the Johnston Bequest) with which to provide grants for clergy who are in need; and that the National Executive Council should be apprised of this situation when it reviews the terms of reference of the use of the Johnston Bequest income; and further that the Primate and the House of Bishops be asked to discuss this matter.
That the balance of $195,819 in the Anglican Appeal accounts be used: in 1984 for work in the North and Overseas in the same proportions as those approved for the 1982 Anglican Appeal (64% North / 36% Overseas) to a total of $77,054; and in 1985 for expenditures in the Program Budget for work in the North and Overseas in the amount of $118,765. CARRIED
That this National Executive Council reiterate its support for the "Give and Take" tax proposals developed by the National Voluntary Organizations, and that the Minister of Finance of the Government of Canada be asked to implement the tax credit portion of the proposal, in addition to the removal of the $100 standard deduction already implemented. CARRIED
That this National Executive Council ask the Minister of Finance of the Government of Canada to consider amending the Income Tax Act to provide that registered charities may engage in certain political activities which will advance the avowed charitable purposes of the registered charities; such activities may include (but not be limited to) organizing a letter writing campaign to urge elected representatives to support specific legislation (or not); using the public media to advocate support of a specific piece of legislation (or not); engaging in dialogue with members of the government or individual elected representatives or specific civil servants in furtherance of the objects of the particular charity; presenting briefs to the government; organizing, holding or participating in peaceful public demonstrations; using a sponsored publication to support a particular point of view or piece of legislation (or not);
provided that no registered charity is permitted to take a partisan political position and/or support a specific candidate for office or political party. CARRIED
That this General Synod approve continuing membership in the Canadian Interfaith Network; and that the Program Committee be instructed to include in the annual Program budget the membership fee and Anglican production costs; and
That the Stewardship/Financial Development Committee be asked to consider ways and means of funding the continuing costs of membership by The Anglican Church of Canada in the Canadian Interfaith Network, including annual membership fees, production costs and other related expenses; and the the National Executive Council be asked to consult with the dioceses about the implementation of any major fund-raising project which the Stewardship/Financial Development Committee may recommend.
The Assessors agreed that this motion is one motion.
