In 1981 the Anglican Consultative Council recommended "that the Lutheran World Federation (LWF) be invited to reconvene a Joint Working Group. This initiative was welcomed by the Executive Committee of the LWF in 1982. Both sides appointed an Anglican-Lutheran Joint Working Group and agreed that this group should: receive information about the development of Anglican-Lutheran relations in different parts of the world; assess the results of Anglican-Lutheran dialogues, especially in Europe, Tanzania and the USA; make recommendations with the intention of proposing how the two Communions might achieve full communion; suggest procedures that would assure closer cooperation between the two bodies. (4) The Anglican-Lutheran Joint Working Group met from 28 November to 3 December 1983 at The Cold Ash Centre, Cold Ash, Berkshire, England. The meeting was marked by a spirit of joy and gratitude for a new era in Anglican-Lutheran relations. "An interdepartmental study process, involving the Office for Ecumenical Affairs, the Department for Theology and Studies (DTS) and the Institute for Ecumenical Research, Strasbourg, focuses on Lutheran Identity in Ecumenical Relationships. It seeks to clarify some of the ways in which the confessional identity of the Lutheran communion can be expressed with regard to significant ecumenical issues. .... In its first phase, lodged in the Office for Ecumenical Affairs, the study has focused on 'The Episcopal Ministry within the Apostolicity of the Church'. It follows up previous LWF studies on the ministry, which developed reports in 1983 and 1992 (cf. 'Ministry - Women - Bishops', LWF 1993). After five regional meetings around the world, a consultation was held in Malta in late 2002 [16-21 November] involving Lutheran participants in international dialogue commissions. The consultation developed the present Statement, which is currently being studied by LWF member churches at the request of the Executive Committee. The 10th Assembly was hosted by the Evangelical Lutheran Church in Canada (ELCIC) which is in full communion with the Anglican Church of Canada. Text includes greetings from the Anglican Communion conveyed by Canon John L. Peterson and from the Anglican Church of Canada by the Primate, the Most Rev. Michael G. Peers.
Assembly also notable for the fact that 52 delegates were denied visas to enter Canada and attend the conference.
