- That the National Executive Council approves the timetable for voting on Plan of Union as follows:
- 1975 - first submission of Plan of Union to governing bodies of the three Churches
- 1976 - plebiscites and votes by component bodies
- 1977 - re-submission of Plan of Union for final approval, if approved on previous votes. CARRIED

- Requested the National Executive Council to consider the effects of increasing the period between Synods, and to have amendments to the Handbook prepared in this regard.
- Act 108
- Received a notice of Motion to be considered at the next Synod, to amend Section 2(1) of the Constitution to enable Synod to meet every third year.
- The Organization Committee has considered these Acts and, in view of the relationship and authority questions presently existing between General Synod and the Dioceses and House of Bishops,
- and in view of the rapid social change in our society and church today, and because a longer gap between sessions of General Synod would likely mean a longer Synod, which delegates do not generally desire (see evaluation of 1973 Synod),
- and because there was no general feeling expressed in the evaluation of the '73 Synod that it should meet less frequently,
- the following resolutions were put:

- That no increase in the period between General Synods be contemplated at this time. CARRIED
- [Moved by Nock, seconded by Light]
- That provision be made for as much continuity as possible on major committees of General Synod because the two year space is a short one for Committees to work at their tasks. CARRIED
- That the Committee on Organization be asked by the National Executive Council to explore ways of ensuring this continuity, possibly by electing persons to major committees for a four year term. CARRIED

- That General Synod request the National Executive Council to consider the best way of securing the membership of the Metropolitans on the National Executive Council when desired without depriving the Metropolitical dioceses of the chance for lay or clerical representation, and if necessary to prepare a change of Constitution for submission to General Synod.

- That the Metropolitans be added to Section 35(2) of the Constitution (Handbook, p.30) giving them the right to attend with voice but not vote. CARRIED

- It is suggested that in connection with p.3, item 4(c) of the Committee's Report, the Provincial Canons be reviewed:
- 4c) to clarify the inter-relatedness of Sections 6, 7 and 8 of the Declaration of Principles by producing a working paper on the authority of General Synod in relation to Provincial and Diocesan Synods and the House of Bishops.

- A tentative timetable for General Synod 1975 was presented.
- Moved by Nock, seconded by Davis,
- That the National Executive Council concur that General Synod meet from Tuesday evening, June 10 to noon Thursday, June 19, 1975 with 18 sessions being scheduled.
- Concern was expressed about the proposed length of General Synod. It was pointed out that as this proposed agenda includes a cultural exchange this may qualify us for financial assistance from the Government.

- Moved by Smith, seconded by Graham,
- That the National Executive Council concur that General Synod meet from Thursday evening, June 12 to Thursday evening, June 19.
- Following further discussion the Mover and Seconder of the Amendment proposed:
- That the National Executive Council request the Organization Committee to schedule General Synod to take up no more than five business days.
- Prior to any further action it was agreed that the members of the Organization Committee present at NEC will work on this and bring in a resolution later in the meeting.

- Canon W. Asbil informed the National Executive Council that four draft reports have been distributed. Approximately 300 people have received these reports and many answers were returned. A final draft has been written with the assistance of these replies and will be presented to General Synod.
- Canon Asbil expressed appreciation to those who took the time to reply.
- The Prolocutor thanked Canon Asbil for the report.

- The General Secretary spoke to the report, after which the Council considered the report by sections.
