That, whereas the Executive Council and Board of Management of M.S.C.C. in Joint Session at Ottawa in 1961 has taken the following action:
"Without jeopardizing the present overseas commitments of The Anglican Church of Canada in the following Provinces and Dioceses of the Anglican Communion:
The Church of India, Pakistan, Burma and Ceylon
The Holy Catholic Church in Japan
The Archbishopric in Jerusalem
The Church of Uganda Ruanda [sic i.e. Rwanda] Urundi
The Church of the Province of the West Indies
The Diocese of Hong Kong
The Diocese of Accra
The Diocese of Malaya and Singapore, and
The Diocese of Madras in the Church of South India.
It is recommended that the Executive Committee of the Department of Missions of The Anglican Church of Canada be empowered to receive and consider, within the limitations of its Annual Budget appropriations, such appeals for personnel and funds for work in the Anglican Communion as are directed to the Department of Missions of The Anglican Church of Canada by the Advisory Council on Missionary Strategy of the Anglican Communion."
It is therefore recommended that as funds become available in the next triennium, the Department of Missions give priority in its overseas commitments to accepting increased appeals from the Church of India, Pakistan, Burma and Ceylon; The Church of Uganda Ruanda Urandi, and the Church of the Province of the West Indies for the following purposes:
(i) To provide assistance in the training and support of national clergy and lay workers.
(ii) To recruit and train overseas personnel in response to requests from overseas Diocesan Bishops.
(iii) To provide financial assistance for capital needs in the areas of church extension and theological education. CARRIED in both Houses.

That the following recommendations be adopted.
No. 4 RESEARCH AND FIELD STUDY
The Diocese of Saskatchewan has recorded its appreciation of the value and worth of the initial survey conducted by the Unit of Research and Field Study of The Anglican Church of Canada; the Executive Committee of M.S.C.C. urges all Dioceses to make full and adequate use of these facilities to survey the needs and opportunities confronting them.
No. 6 JOINT ACTION FOR MISSION
The following injunction appears in the Messages to the Member Churches of the World Council of Churches from the Third Assembly at New Delhi in 1961.
"Let us everywhere find out the things which we can do together now, and faithfully do them, praying and working always for that fuller unity which Christ wills for His Church."
The Commission on World Mission and Evangelism of the World Council of Churches has called for Churches and Mission Boards to study and work for the implementation of some Joint Action for Mission in appropriate situations; this General Synod requests the Committee on Ecumenical Affairs of The Anglican Church of Canada and the Executive Committee of the Department of Missions to make a joint study of the document "Joint Action for Mission" issued by the Commission on World Mission and Evangelism and report to the Executive Council on its implications in the future policy of The Anglican Church of Canada in its missionary endeavours.
No. 7 50th ANNIVERSARY OF THE DIOCESE OF MID-JAPAN
The Diocese of Mid-Japan will in October 1962 celebrate its 50th Anniversary. The Anglican Church of Canada has been deeply involved in its life and work since its inception.
No. 8 25th ANNIVERSARY OF THE EPISCOPATE OF THE ARCHBISHOP OF THE WEST INDIES
While this General Synod is in session the Dioceses of British Guiana will be holding celebrations commemorating the 25th Anniversary of the consecration of their Diocesan Bishop, the Most Rev. Alan Knight. The Executive Committee recommend that an appropriate message of greeting be sent by cable to the Diocese of British Guiana.
No. 9 GREETINGS TO OVERSEAS WORKERS
That the greetings and blessings of General Synod together with the assurance of its prayers and interest be sent to all overseas missionaries of The Anglican Church of Canada.
No. 10A MEMBERSHIP OF THE EXECUTIVE M.S.C.C.
That the members of the Executive Committee M.S.C.C., appointed by the Board of Management in 1961 who are still eligible, be continued in office until the next meeting of the Board, and authorized to fill such vacancies in their numbers as may occur meanwhile. CARRIED in both Houses.

That, commencing January 1st, 1963, all clergy serving in assisted parishes in missionary dioceses in receipt of M.S.C.C. grants, who had been ordained priests prior to January 1st, 1958, shall receive an annual stipend of $3200, plus a free house, and that all other clergy serving in assisted parishes in missionary dioceses shall receive an annual stipend of $3100, plus a free house, for the first five years of their ministry, all regardless of marital status. CARRIED in both Houses.
