Following the luncheon period, the following report was presented by the Archbishop of Fredericton for this committee:
That the House of Bishops meet from Tuesday to Friday, incl., August 23 to 26 (this to be announced by Bishop Appleyard when finally decided); Saturday free, Sunday preaching engagements; Monday August 29 MSCC, GBRE, CSS meet all day; Tuesday, Wednesday, Thursday, August 30, 31, and September 1 National Executive Council. (The Archbishop of Canterbury will preach at a Service of Witness on the Wednesday evening.)
(C) Concerning the source of funds to pay for the ten persons nominated by the Executive Committee of the MSCC to its Board, it was felt by MSCC that because these nominations must be approved by the National Executive Council that body should decide who would pay for expenses. It was pointed out that the same problem confronts the other Boards.

That the matter of expenses for persons under Clauses c and d of revised Canons V, VI and VII be referred to the Board of Finance for study and report insofar as this relates to attendance at meetings of the Boards and of General Synod. (See 1965 Journal of Proceedings, pages 95-97.) CARRIED
The General Secretary in reporting on behalf of the Committee appointed by the Primate at the November Council meeting, presented copies of a letter shortly to be sent out and addressed to the Diocesan Archbishops and Bishops, Diocesan Secretary-Treasurers and members of NEC.
(C) The General Secretary presented a statement and resolutions (as revised) re hiring practices, prepared by him at the request of the Council's February meeting. (Copy attached.)
(C1) That the General Secretary of General Synod be appointed by the National Executive Council, and that other members of his staff be appointed by the General Secretary in consultation with the Primate; and THAT the General Treasurer of General Synod be appointed by the National Executive Council on the nomination of the Board of Finance. CARRIED
(C2) That the Executive Officer for Program, Planning and Research be appointed by the National Executive Council on the nomination of the Co-ordinating Committee on Program, Planning and Research in consultation with the Primate. CARRIED

(C3) That the General Secretary, Secretary or Director, the Treasurer, and any other full-time officers of a Board, Council or Department be appointed by the National Executive Council on the nomination of the executive body of the Board, Council or Department concerned. All such nominations shall be made after consultation with the Executive Officer for Program, Planning and Research. CARRIED
(C4) That the Editor and General Manager of the Canadian Churchman be appointed by the National Executive Council on the nomination of the Board of Trustees. CARRIED
(C5) That executive staff of General Synod Committees or Commissions be appointed by the National Executive Council on nomination of the Committee or Commission concerned. CARRIED
(C6) That the National Executive Council shall set the starting salary of each Officer so appointed, provided budgetary provision has been made and such salary is within the schedule approved by the National Executive Council. CARRIED
