Prologue
The Prolocutor then moved, seconded by Chancellor D.T. Symons, the adoption of the following:
CANON
DEPARTMENT OF PUBLIC RELATIONS
1. For the purpose of informing the members of the Church and the public generally concerning the work of the Church, there shall be a joint committee of the Synod to be called the Department of Public Relations to be administered by a Board to be known as the Board of Public Relations.
2. The Board
(1) The Board shall consist of:
(a) The Primate;
(b) The Prolocutor;
(c) Three members of the Upper House elected by the Upper House at each session of the Synod;
(d) Three clerical and three lay members of the Lower House elected by the Lower House at each session of the Synod;
(e) Three persons not necessarily members of the Synod appointed by the remaining members of the Board to serve until the next session of the Synod;
(f) The Secretary and Treasurer of the Board.
(2)(a) Vacancies among the elected members of the Board occurring between sessions of the Synod shall be filled by the Primate in the case of members of the Upper House and by the Prolocutor in the case of members of the Lower House.
(b) Vacancies among the appointed members shall be filled by the Board.
(3) A majority of the members shall constitute a quorum.
3. Duties of the Board
It shall be the duty of the Board to endeavour to secure appropriate and adequate publicity for all Church business and activities, by means of a Church news service, through secular and church periodicals and newspapers, by radio broadcasts, by motion pictures and other means.
4. Officers and Committees
(1) The Board shall at its first meeting following the General Synod or Executive Council in each year elect a Chairman and one or more Vice-Chairmen.
(2) The Treasurer of the Synod shall be the Treasurer of the Board.
(3) The Board shall appoint a Public Relations officer who shall be secretary of the Board and who shall, subject to the authority of the Board, direct the affairs of the Department and shall perform all such duties as may be ordered by the Board or its Executive Committee.
(4) The Board may appoint an Executive Committee of not less than five members of the Board who shall carry on the work of the Board between meetings of the Board.
(5) The Board may appoint such sub-Committees as may be necessary to carry on the work of the Board and may associate with such committees, persons who are not members of the Board or its Executive Committee.
5. Reports
The Board or its Executive Committee by direction of the Board shall make a report of its work, together with financial statements, to every meeting of the Synod and Executive Council.
The Lower House resumed discussion of the proposed Canon on Public Relations (see p. 39).

Resolved, that this Lower House, recognizing the value of the contributions which an adequate Public Relations policy would make to the effectiveness of the Church's work in enlisting the interest of her people, active and inactive, in her work and in giving proper dissemination to information as to her activities with a view to arousing interest inside and outside the Church as to those activities, do hereby endorse the setting up of such a policy and hereby respectfully request the Primate to appoint a strong committee, representative of both Houses and with power to co-opt others, not necessarily members of the Synod, who are experienced in the field of Public Relations, with authority to explore and develop such a policy and report action to the next meeting of the Executive Council. And that this committee be authorized to undertake whatever expenditures are necessary, such expenditures not to exceed $10,000.00 a year without the approval of the Executive Council. And that the preparation and enactment of a Public Relations Canon be left until the next Session of the General Synod. Message FF

Message No.3 "Report of the Committee on Method of Electing the Primate" consideration of which had been deferred until the Report should be in the hands of the members of the House, was now considered. The following Report was read by the Deputy-Prolocutor:
Committee on Method of Electing the Primate
The Committee met on Monday evening, Sept. 12th, 1927, in the City Hall, Kingston, Ont.
There were present, the Archbishops of Huron and New Westminster, the Bishops of Fredericton, Montreal, Ottawa and Saskatchewan, and Chancellor Gisborne.
The Archbishop of Huron was elected chairman of the Committee in succession to the Archbishop of Algoma.
The Chairman reviewed the work of the Committee hitherto and read the correspondence which had been handed to him by the Archbishop of Algoma. The correspondence covered a period from 1921 to the present time.
After a full consideration of the present situation and of suggested changes, the Committee passed the following resolution, viz.:
"That the Committee, after careful consideration of many points of view, both practical and historical, that have been brought before them, have come to the conclusion that they can recommend no change in the method of the election of the Primate."
The Committee now beg to submit this Report and recommend its adoption.

That the following be enacted as Part I of Canon XXVII (Marriage and Divorce) in place of the existing Canon.
TABLE OF KINDRED AND AFFINITY
1. The Table of Kindred and Affinity prohibiting certain marriages set forth by authority in the year of our Lord 1563, and printed in revised form on page 337 in the Book of Common Prayer (Canada) is hereby amended by omitting the prohibitions in respect of (8) sister in law, (8) brother in law, (16) aunt by marriage, (16) uncle by marriage, (18) niece by marriage, and (18) nephew by marriage.
2. No clergyman within the jurisdiction of the said Synod shall knowingly solemnize a marriage prohibited by such Table as amended by Section 1 of this Canon.
3. A copy of said Table of Kindred and Affinity as amended by Section 1 of this Canon shall be placed near the principal entrance of every church within the jurisdiction of the Synod in some place where it may conveniently be read.
The vote being taken, it was CARRIED unanimously. Message LL.
