That the Council of General Synod facilitate an objective evaluative process of the Ecumenical Coalitions presently relating to the Anglican Church as regards, at least, the following issues: governance, structures and accountability and effectiveness of ACC Board Members; effectiveness of lobbying and advocacy strategies carried out by the Coalitions on the Church's behalf; assessment of both duplication and collaboration among the Coalitions; and a long term survival strategy. That this Council of the General Synod express its gratitude for the generosity of wit and spirit with which Diane Porter participated in the life of this body and wish her every blessing in her continued ministry. CARRIED #15-05-97
That this Council of General Synod request the Faith Worship and Ministry Committee to establish a joint task group with representation from the Faith Worship and Ministry, Eco-Justice, Partners in Mission, Primate's World Relief and Development Fund and Information Resources Committees, to coordinate plans and develop materials that will enable Anglicans, individually and with their neighbours, to become engaged in a process of refreshment, reflection, prayer, renewal and action during the Jubilee period and as we begin a new millennium. The task group is to report through the Faith Worship and Ministry Committee and be monitored by the Mission Coordination Group. CARRIED AS AMENDED #41-03-98
Dr. George Black, Chair of the Hymn Book Task Force, introduced the following resolution.

That this General Synod receive the collection of hymn texts presented by the Hymn Book Task Force and authorize the Hymn Book Task Force to complete the preparation of "a hymn book" and to present the completed material to the Council of the General Synod for permission to publish for use.
It was suggested that the hymn book be described as one among several such books.

That this General Synod receive the collection of hymn texts presented by the Hymn Book Task Force and defer the completion and publication of the Hymn Book for at least three years during which time the implications of costs and content can be more fully explored at the parish level.
The mover and seconder of the amendment agreed to delete the words "for at least three years" and replace it with "until the next meeting of the General Synod."

There was considerable discussion regarding communication of this budget, relative to total operating/administrative expenses and it was suggested that PWRDF, in 1999, be requested to provide a narrative budget together with a line-item budget.
That the Council of General Synod approve the 1998 Primate's World Relief and Development Fund Budget. CARRIED #09-11-97
That the PWRDF Committee be composed of 15 representatives of the Canadian constituency plus 3 overseas partners. The General Synod would continue to elect 8 members, 4 of whom would be delegates to General Synod. The Primate would appoint 5 Canadian Anglican members; the Anglican Council of Indigenous Peoples would appoint 1, and the outgoing committee would identify 3 overseas program partners and 1 Canadian indigenous program partner who would be asked by the Primate to appoint a representative; and
that the Honourable Ronald Stevenson be requested to recommend the necessary constitutional amendments to accommodate this change prior to the 1998 General Synod. CARRIED #16-11-97
That this Council of General Synod recommend reconstituting the Officers of General Synod as follows:
Chancellor - provided that, in the absence of the Chancellor at meetings of the Officers of General Synod or the Council of General Synod, the Vice-Chancellor may attend, and vote, at such meetings; and
Two Officers-at-large (one Clergy, one Lay) elected from the Council of General Synod, being the Chair of the Resolutions Committee and the Chair of the Agenda Committee of the Council
and that the Chancellor of General Synod be requested to recommend the necessary constitutional amendments to accommodate this change prior to the 1998 General Synod.
