"More than ever before, [the] tension between friends came out into the open at the conference of mission agencies with partners, held in Brisbane, Australia, in December 1986. It probably represents a completely new phase in the development of relations around the world between Anglican churches, missionary and development agencies and ecumenical bodies. Partnership between these groups has been tentatively growing from the old paternalistic days when some churches had money and they could dole it out to 'less fortunate' church in the Third World. Through many struggles and through deepening friendships across the world, and in particular through the 'Partners in Mission' Program of the last 14 years, the relationships have entered a new, more mature, phase". -- Intro.
