That Mr. George E. Davy, Chairman of the Program Committee be asked to attend the meeting of the NEC when that Committee's report is presented at 7:30pm on Thursday, May 16, and that Mr. W.R. Kay, Chairman of the Administration and Finance Committee, be asked to attend the meeting of the NEC when that Committee's report is presented at 10:30am on Friday, May 17. CARRIED
A. Commission on the Structure of the Canadian Church
At the August meeting the Primate was asked to contact the Chairman concerning the calling together of the membership. However, no action had been taken pending consideration and report in May on the restructuring of the Standing Committees of General Synod.
B. Committee on the Hymnal
The Primate was asked in August to contact the Chairman of this Committee regarding the addition of members to the Committee. He stated that he had no report to make at this time.
C. Committee on the State of the Church
The General Secretary reported that the Committee had decided against sending the present statistical form to the dioceses for suggestions regarding revision. Instead, the members are working on a revised form, which will then be sent to the dioceses, requesting their opinions.
D. Committee on the Church's Observance of Canada's Centenary
1. Section II of the Bishop of Red River's report to the National Executive Council in November had been referred to the Primate, who has discussed the matter with the Bishop. On the Primate's return to Winnipeg, he will again take up this matter with the Bishop of Red River.
2. Concerning Section III(b) "Anglican Award of Merit," this had been referred back to the Committee in November but no report had been received to date.
3. Quotas for Christian Pavilion at Expo '67
A statement of Receipts and Disbursements to December 31, 1966, was presented and distributed.
The General Secretary presented his report as the Primate's representative at the meeting of the Governing Body of the Centre on October 3-5, 1966. This report was distributed to the members of the National Executive Council and to the members of the Committees on Christian Unity, Ecumenical Affairs, Church Relations and Anglican-Roman Catholic Relations. A copy is attached to the official Minutes.

Regarding the expenses of the Anglican Centre in Rome, a special committee, convened by the Primate consisting of the Chairmen of the Committees on Ecumenical Affairs, Christian Unity and the Church Universal, Church Relations and Anglican-Roman Catholic Relations, presented the following resolutions for approval:
That this National Executive Council requests the Committee on Ecumenical Affairs to place in its annual budget, beginning in 1968, the sum of $3,000 to cover our share of the operating expenses of the Anglican Centre in Rome and the travelling expenses of the Primate's representative,
AND that the Budget Committee be also asked to make provision for this increase,
AND, if the necessity for a meeting of the Council of the Anglican Centre in Rome arises in 1967 or early in 1968, the Board of Finance be asked to provide for the travelling expenses of the Primate or his representative from the Primacy Expense Fund.

In connection with Section II, it was noted that it was hoped that all the large services of worship during Centennial Year would be of an inter-faith nature rather than just Anglican. It was thought also that consideration should be given to inviting the Moderator of The United Church to those services attended by the Primate.

(b) Report on Suggested Anglican Quotas for Christian Pavilion at Expo '67
The General Secretary presented and distributed the revised list of Dioceses which have accepted their suggested quotas, showing amounts received to October 31, 1966.
It was reported that the Primate had appointed the following committee, as requested by the Council (see November minutes, p.7):
The Rt. Rev. E.S. Reed (Convenor), Canon J.C. Bothwell, Canon T.E. Downey, Rev. E.S. Bull, Miss Norma Hall, Mrs. William Rynasko, and Dr. J.R.W. Gwynne-Timothy.
The General Secretary presented copies of the Terms of Reference for each of the Special Commissions which had been prepared by the General Commission.

The Bishop of Montreal then reported that the Pavilion has been given to the City of Montreal and, on March 12, 1968, the Board of Directors will meet to decide on the future of the Pavilion. It will consider also the disposition of approximately $100,000 on hand, presumably to be returned to the Churches on the same pro rata basis as they had contributed. The Anglican Church might expect to receive about $14,000 or $15,000. The Mayor of Montreal has asked the Churches to assist in the continued operation of the Pavilion by preparing the program. Since the Fair will open May 16, 1968, an Ad Hoc Project Group has been established to begin, tentatively, to devise a program.
